Park Board Minutes - 08/25/2005Wichita Falls Park Board Meeting August 25, 2005 Recreation Center City Council Conference Room 1:30 p.m. Presiding: CITY CLERK'S OFFICE � Date _ I g Walter TyndalelChairperson Members Present: Walter Tyndale, Gary Patrick, Peg Marquardt, Elmer Emory, Eric Bogaards, Penny Miller, Alan Donaldson, William Hinkle and Dennis Kays. Members Absent: Mary Ward and Gary Dishm. Staff Present: Jack Murphy and Genice Wilson City Council Representative: Lanham Lyne Visitors: Brandon Brown/Child Care Director of YMCA and Barry Gaheb/New Sports Director of YMCA CALL TO ORDER: Meeting was called to order at 1:35 p.m. The minutes of June 23rd, were put before the board. Gary Patrick made the motion to accept the minutes as written and Elmer Emory seconded the motion. Approved unanimously. DEPARTMENTAL REPORT: • Last City Council meeting the council took action to approve a waiver request that was late in coming. The request from Pumpjack Dinner for the use of Harrell Jones Park for their Labor Day event. Board was polled by e-mail and phone. Minor Improvements were done In the park to get it ready. • Discussions with the YMCA and University Kiwanis Club regarding the development of a restroom /concession facility for the YMCA in Lake Wichita Park is on going. Elmer Emory presented a request to the board by the Kiwanis/YMCA to entertain a lease agreement and permission to erect a restroom/concession outlet in Lake Wichita Park. Motion was made and William Hinkle seconded the motion. Approved • There was minor flooding on the Wichita River and Holliday Creek Trail Systems. Cleanup was completed today. • Summer Day Camps are completed for the summer and they were a success. • NRPA will be held in San Antonio this October. The mobile stage that was purchased for our Recreation department will be on display there. • We will be advertising this week for bids for a storage barn at Central Services off Sunset for the stage. Renting the stage out is also being discussed and will be another possibility. NEW BUSINESS: A. Request by Mark Dobson of Rider High School for permission to drive a motorized vehicle upon the grass in lake Wichita Park during their proposed cross country track event September 29, October 20 and October 28. There was also a similar request from Burkburnett High School. Elmer Emory made the motion to deny request from two school systems to use motorized vehicles on the trail and recommending that they use bicycles and cell phones for safety and the motorized vehicle only in emergency for retrieving injured participant from the trail system. William Hinkle seconded motion. Approved B. Discussion of sites to visit on Park tour in October. Walter Tyndell passed out sheets with assigned parks to each of the members. He requested at a later date after everyone has looked at their assigned park, the board members get with Jack Murphy and deside which parks they would like to visit. Jack Murphy also suggested that maybe sometime this Fall the Park Board members and City Councilmen take a trail train tour starting at MPEC and seeing a part of the trail that most of us don't get to see. It was suggested that Jack Murphy pick a couple of dates in October and then the board can decide on which date would be better for all involved. Mr. Tyndale explained how he divided up the parks and asked that each member please visit their assigned park and relay back to the board what they find. Permission was given by each member to send out addresses, phone numbers and e-mail address of each member to the rest of the board members for communication. OTHER: Peg Marquardt wanted to know why the contractors were not required to give land to the City for parks in new neighborhoods. The board ask Jack Murphy to contact Dave Clark with Planning and Zoning to attend the next meeting and discuss this topic.
