Recreation Center City Council Conference Room 1:30 p.m. Presiding: Walter Tyndale /Chairperson Members Present: Walter Tyndale, Gary Patrick, Peg Marquardt, Elmer Emory, Eric Bogaards, Mary Ward, Alan Donaldson, and Dennis Kays. Members Absent: Penny Miller, William Hinkle and Gary Diehm. Staff Present: Jack Murphy and Genice Wilson City Council Representative: Lanham Lyne (Absent) CALL TO ORDER: Meeting was called to order at 1:30 p.m. The minutes of April 2e, were put before the board and Elmer Emory made the motion to accept the minutes:as written and Alan Donaldson seconded the motion. Approved unanimously. DEPARTMENTAL REPORT: Budget request for FY 05-06. Parks Division: • Artistic renderings - $10,000 - Requested in order to develop professionally drawn pictures to illustrate the projects we are promoting. • Trail bridge replacement - $35,000 - This will be done by the Street Department. We have requested the widening of the trail bridge so we can have our maintenance vehicles go down the trail. • Digital camera - $500 - for a variety of reason for our Parks department. • Water Falls bridge & trail - $200,000 - This is the fifth year we have ask for the removal of the 6 foot on Lucy trail and to replace it with a 12 foot bridge. Straighten it and put a trail to the top under 1-44. Once this is done we will be able to operate the Trail Train from MPEC as a package we can sell for conventions that come to town. • Greenhouse for flowers - $100,000 - This is a continuing request for production of our own flowers. • Hamilton Park road overlay - $100,000 - Annual request in order to keep the parks up. • Kawasaki all terrain vehicle - $10,000 - for Park Maintenance, great for maintaining all areas in our park system. • Kemp Center for the Arts grant - $12,000 - By contract with the Kemp Center for the Arts the City has committed to maintain the grounds; however the City under took the maintenance of the New Library also. By committing to maintain the Kemp Center there were no funds to expand over to the New Library. It has been a strain for Parks to maintain both. It has been suggested that they be given a cash grant each year so they can hire their own ground maintenance. • Kiwanis Park road overlay - $50,000 - A need that is coming up very soon. • Lake Wichita Park road and parking - $200,000 - South end by the beach area. This has always been gravel but it needs to be paved. • Lake Wichita Park restroom - $100,000 - South beach area has no restroom and there is definitely a need. • Lake Wichita boundary posts - $20,000 - We propose to put 200 permanent, concrete base poles around the boundary of Lake Wichita. This will help define the public land from the private property. • Land acquisition by Spillway - $125,000 - Area between the new boat ramp, Lake Wichita and the spillway. • Lucy Park road overlay - $200,000 - The roads in Lucy park are in bad shape and the need to overlay is obvious. • Kiwanis equipment shed - $3,500 - Needed to cover expensive equipment which now is kept out in the weather. • PC for Southside Maintenance in Kiwanis - $1,150 - Computers for our maintenance barn on the south side of the city in Kiwanis Park. • Park Maintenance positions - PT - $33,633 - This is for part time employees needed for Park maintenance. • Parking lot on Holliday Creek - $26,000 - Located near Southwest Parkway and Taft utilizing the Old Lake road which dead ends into Holliday Creek. • Pocket PC - $400 - for park maintenance. • Safety barrier on Holliday Creek Trail - $5,000 - The trail comes very close to the road at Midwestern Parkway and a barrier is needed for safety of trail users. 1 • Sunset Terrace Park canal bridge - $102,000 - to span the irrigation canal opening up access from the neighborhood on south side to the park. • Trail on Hill in Lake Wichita Park - $200,000 - Structures on top and trail to top. • Tree mulch trailer - $25,000 - this would be able to haul 20 yards of mulch to sites needed. • Water wells (3) - $15,000 - inexpensive drought improvements- Cemetery Division: • Riverside building demolition - $10,000 - to get rid of the old dilapidated structure at Riverside Cemetery and replace with a storage building.. • Kawasaki all terrain vehicle - $10,000 - for maintenance and cemetery workers. • Acquisition Riverside properties - $34,000 - this property is off Clift Street. Purchase of this property will let us expand Riverside Cemetery. City Lot Mowing Division: • Tractor with bush hog - $14,500 - Not only do we mow the parks we mow private lots and we never know what is on these lots. A bush hog would be a stronger peace of equipment to use in these situations. Recreation Division: • Pave Softball Complex parking lot - $100,000 -this is a gravel parking lot and to stay in compliance with city codes the parking lot needs to paved. • Recreation Leader position - $4,840 - This would be a Full Time position for the Senior 50 + Zone. • Plum Lake parking lot - $30,000 — a parking lot is needed to take care of the demand and increase in fishing. • Toro utility vehicle - $10,700 — for the Recreation maintenance crew. Site for recreation center is open. Texdot will be needing the land area proposed for the Recreation Center. We are looking at 10 acre site next to Lowe's and at Scotland Park. The landscape improvements to Jacksboro Hwy. medians have been completed. Summer youth programs are progressing well, including the new combined camp in the Log Cabin in Lucy Park. The new Mobile Stage has been ordered with delivery after NRPA in San Antonio October 24"'. There was a water meter installed to maintain the pond in south Weeks Park. Northwest Field $ Stream Club will pay the monthly bills. The Old Yacht Club boat ramp on Lake Wichita has been temporarily closed. The Staff is discussing with YMCA lease of land in Lake Wichita Park and University Kiwanis Park. OLD BUSINESS: A. Discussion of oversight of parks to members. Walter Tyndale ask for opinions on issuing each member a list of parks to check on at least once a month and bring the information back to the board. Motion was made by Gary Patrick to accept park proposal on a six month basis and seconded by Mary Ward. Approved. OTHER: Safety City is still alive. They are working behind the scenes to raise money. The next step is to approach the City Council for the lease. The Access road into Hughes Dr. from Kiwanis Park needs to be addressed, especially now that Safety City will be going into the park. Park Board will be taking a tour of the parks in October. There will be no meeting of the Park Board in July.
