Jim Berzina/City Manager and Matt Benoit/ Assistant City Manager. CALL TO ORDER: Meeting was called to order at 1:50 p.m. OTHER: Jennifer Mercer with the "Safety City" project handed out maps of the site for Safety City and gave a detailed explanation of the site. They are going to have two educators which will be DPS and MSU. Their offices will be at Safety City. Students will be bussed to and from the site so parking will not be a problem. Mr. Patrick wanted to know what the timeline would be. Jennifer stated that they have a draft lease that they are working on and as soon as the City Council approves the lease then the committee will begin fund raising. Mr. Patrack wanted to know the estimated cost on this project. About 700 hundred thousand dollars is the approximate cost Jennifer Mercer said that they have also agreed to put some money in escrow to cover cost of removing and taking back to grass, if the facility for some reason or another were to be abandoned. CALL TO ORDER: The minutes of June 20 were put before the board. William Barnes made the motion to accept the minutes as written and Kenny Haney seconded the motion. Approved unanimously. NEW BUSINESS: A. Request for extension of extended reservation privilege to the YMCA for a fall baseball league in Kiwanis Park from September through October, 2004. Brandon Brown with the YMCA presented the request to the board. Jack Murphy said that the staff recommended approval and he could see no foreseen problems. There was a discussion and Peg Marquardt made the motion to approve the extension. Kenny Haney seconded the motion. Approved unanimously. C. Consider request by the Boys and Girls Club for waiver of Sec. 82 -62 and Sec. 82-63 of the Code of Ordinances to permit game admission sales, food and drink sales, and advertisement signs and waiver of Resolution 2509 as amended to permit non payment of the percentage of gross sales and admission at the Lake Wichita Park football /soccer fields during their fall youth football league Tuesday, Thursday and Saturday from 6:00 p.m. to 9:00 p.m., September 11 through November 13, 2004. Ronnie London was introduced representing the Boys and Girls Club. Mr. London put the request on the table and it was discussed. Jack Murphy stated that he had been thinking about presenting a proposal to lease this property to the Boys and Girls Club. This will do away with waivers. Kenny Haney suggested that the Boys and Girls Club get with Coca Cola and explain that they need to take down the sign due to a City resolution that they were unaware of. Mr. Haney also suggested that the Parks Department come up with a basic agreement that we could use for all clubs and organizations who request waivers, so the board would have something to go by as far as approvals. Motion was made by Elmer Emory to grant waiver to permit game admission, food and drink sales. The motion was seconded by William Barnes. Approved. There will be no action taken on the waiver of signs and non payment of the percentage of gross sales. Walter Tyndale wanted it to be formally noted that we would have some specific guide lines to go by on such waivers by the end of 2004. He made this a motion and Kenny Haney seconded the motion. No vote was taken. D. Recommendation to lease approximately three acres of Lake Wichita Park to the WF Dog Obedience Club for them to construct a building in which to conduct the City's dog obedience classes. Proposal was presented to the board by Frank Haschke of the WF Dog Obedience Club to lease the old soccer field in Lake Wichita Park to construct a building. This would be used to hold classes for the Recreation Department and meetings for the club and at a later date a dog park. Motion was made by Kenny Haney to approve the request and seconded by Elmer Emory. Approved. B. Revision to tennis center contracts regarding a reduction in hours of operation. The Parks and Recreation Tennis Policies were gone over by the board and general changes were made. Staff recommends reduction in hours. Kenny Haney made motion to revise the tennis center contracts regarding reduction in hours and William Barnes seconded the motion. Approved. DEPARTMENTAL REPORT: OLD BUSINESS: A. Budget FY 04 -05.
