Members Present: Gary Patrick, Kenny Haney, William Barnes, Elmer
Emory, Steve Chaney, Peg Marquardt, Gary Diehm and
Alan Donaldson.
Members Absent: Brett Lee, Walter Tyndale and Kenny Catney.
Staff Present: Jack Murphy and Genice Wilson
City Council Representative: Johnny Burns (Absent)
Visitor: Leo & Jennifer Mercer and David Potter with "Safety
City" Committee. James Berzina /City Manager
CALL TO ORDER:
Meeting was called to order at 1:40 p.m. The minutes of March 25, 2004 were put
before the board. Steve Chaney made the motion to accept the minutes as written
and Kenny Haney seconded the motion. Approved unanimously.
Alan Donaldson was introduced to the board and he told us a little about himself.
OTHER:
Elmer Emory requested the board please add to the agenda a request by the
University Kiwanis Club to build a Bathroom /Concession stand facility in Lake
Wichita Park to be used by the YMCA baseball.
NEW BUSINESS:
A. Presentation by Jennifer Mercer requesting a portion of open space in Kiwanis
Park to be leased to an association for construction and operation of a "Safety
City" youth training facility.
Leo and Jennifer Mercer showed slides of other "Safety City" facilities, one in
Abilene and one in Lubbock. This is a youth training facility to teach our
children about safety in everyday life. They wish to construct this facility in
Kiwanis Park. This park would meet all the needs for the facility.
The board members discussed this request and Kenny Haney made a motion to
accept the request and ask that the committee bring back to the Park Board the
plan specs, to be reviewed by the board. Elmer Emery seconded the motion
and it was put before the board for further discussion.
Jack Murphy was concerned about the open space this project would require in
the park and once the open space is lost how do we get it back?
This would be an educational facility open only when the schools or other
educational entities were using it for training.
Since the "Safety City" would be used basically by the schools, did the
committee check with the school district to see if land could be aquired?
The motion was withdrawn until there could be more discussion on the open
space plan. It will be placed on the agenda at a future date.
DEPARTMENTAL REPORT:
Kenny Haney made the motion to dispense with the departmental report and go
straight to Other Business and then Old Business. Elmer Emory seconded the
motion and all approved.
OTHER BUSINESS:
Discussion on the request made by Elmer Emory to allow Kiwanis Club to build a
bathroom /concession stand in Lake Wichita Park for the use of the YMCA baseball
games.
The Kiwanis Club wants to sponsor this project and wants permission to start.
Jack stated that he will support this project if Elmer will bring the plans and specs
to the board to be voted on.
OLD BUSINESS:
A. Park, Recreation, and Open Space Plan.
A special meeting has been called for Thursday, April 29"' at 11:30 a.m. to
go over and discuss this business. The meeting will be held at the Log
Cabin.
ADJOURNMENT: The meeting was adjourned at 3:45 p.m.
