CALL TO ORDER:
The minutes of January 24 meeting were put before the board. Motion was made
by Elmer Emory to accept the minutes and seconded by Ed Godsey. Approved
unanimously.
The Park Board had six members attend the Boards & Commissions Member
Appreciation Breakfast on Tuesday, February 26. Mr. Patrick wanted to let the
board know how much this was appreciated.
DEPARTMENTAL REPORT:
Mr. Jack Murphy presented the departmental report on video. This was something
new and it went over well.
Wood Memorial Park Pond Excavation: Mr. Murphy showed the excavation site in
Wood Park. This Pond will help support the MSU Sikes Lake Project by extending
the renovation of the lake.
Holliday Creek Trail Connection: This will connect the trail going under FM 2380
to the trail along Lake Wichita. Once the connection is completed we will have a
trail from Lucy Park all the way to Lake Wichita.
Regional Park Site - Burns Property off of Seymour Highway: As we are aware the
City of Wichita Falls is in need of more regional park land. This site is just east of
Tanglewood and is a beautiful natural resource.
Landscaping along US 287 Pond TEX -DOT Project: A welcome to Wichita Falls
stone monument sign will be placed at the pond in the median along US 287 as
you enter Wichita Falls from the south.
A new tree nursery is planned in Lucy Park just north of the Lucy Land
Playground area: this is the fourth tree nursery in the city. The soil at this location
should be better suited for the growth of many trees.
Downtown Trees: 30 trees are being planted in the Ohio & Indiana street area.
Once these trees have been planted the businesses owners will maintain them.
Ornamental traffic control structure: This is the eleventh structure to be placed in
the city. The location will be at Indiana and Kell. Construction is underway and
will soon be completed.
South Weeks Park Pond: There is an area in South Weeks Park that might hold
natural runoff water and we are working with the Northwest Texas Field and
Stream sportsman's club to possibly get a pond excavated near the existing one.
Benches have been placed along the CDBG Linear Sidewalk from Holliday Creek
ending at Scott Street.
The Jaycee Park Gravel Trail: This trail is funded by a grant from the Texas Parks
and Wildlife Department and will be near Lake Wichita. Work is going well and
should soon to be completed.
The Jaycee Park Hill takes up about two to three acres of area and it is coming
along well. We have bulldozers shaping the mud and dirt from the Sikes Lake
excavation and it is drying better than we expected.
OLD BUSINESS:
A. Discussion of RC Club request for permits for use of runway and flight area
in Jaycee Park.
The Radio Control Club asked that the Park Board withdraw this request. In
a meeting of the Club a decision was made to leave things as they are.
B. Discussion of development of the Lake Wichita Boat Ramp site.
Pat Hoffman in finance has issued letters and is still trying to reach the
owners of property we are trying to purchase in this area. Condemnation
will probably be the next step taken.
We are still trying to get a buyer for the portion of Weeks Park up for sale
and East Lynwood Park, which is also up for sale. The money received
from these sales will go into the general fund and hopefully can be used to
buy properties mentioned above. So far we have had no interest from
anyone wanting to purchase this property.
C. Discussion of proposal to use 4B Sales Tax funds for a matching grant to
Texas Parks and Wildlife Department.
This was discussed in length with no final decision being made. Jack
Murphy will pursue additional information and it will be put on the agenda
for the next meeting.
NEW BUSINESS:

A. Request by the Tex -Mex League of Wichita Falls to reserve the baseball
fields in Spudder and Williams Park from March 11 through October 28.
Al Norris made the motion to approve the request and Matt Bohlen
seconded the motion. Approved unanimously.
B. Discussion of options to increase the number of bids for annual flowers.
There has been an increase in bid prices for annual flowers and very few
bidders. Some suggestions from the board were to send out the bids
earlier than they are sent normally to give the growers more time to set up
growing. Maybe we could break the different types of flowers up in
segments and get a bid on each.
C. Mr. Murphy received a request from YMCA to reserve the Jaycee baseball
fields for youth league baseball.
Motion was made by Kenneth Haney to approve and seconded by Elmer
Emory. Approved unanimously.
