CALL TO ORDER:
Meeting was called to orderat 1:37 p.m. Park Boa4rd did not have a meeting in
July and there was not enough members present in June to have a quorum. The
last official meeting was in May. The May 23 minutes were put before the board.
Motion was made by Elmer Emory to approve the minutes and seconded by Ed
Godsey. Approved unanimously.
DEPARTMENTAL REPORT:
Meeting will be set up to view the land off Seymour Highway for a possible future
regional park.
Bids will be open to expand the trail by the spillway on August 23, 200d at 10:30
a.m. in room 500 of the Memorial Auditorium.
Budget is in and it is mostly status quo. We have some items that are less. The
dances and concerts for our senior 50 + Zone have been cut from the budget.
Wood Memorial Park excavation is complete and we have a little money left over
and we are going to try to put a concrete edging around the pond to help prevent
erosion.
Wichita Hill project is coming along well. We have a little more dirt to put on the
top and then it will be done for about six months.
We have added the nine benches to the lakeshore line trail and they look good.
The Red shelter or 20 foot gazebo at Scott and Eastside Drive has been
completed.
October 15 — 20 will be the National Recreation of Park Association meeting in
Orlando, Florida.
OLD BUSINESS:
A. Discussion of a skate park project.
Kenneth Haney attended a skate park meeting with other organizations and
they are finding people to help fund this project. They are going to Abilene
on September 7, 2002 for a tour of the skate park there and to get more
information.
B. Boat ramp acquisition status.
Johnny Burns and Kenneth Haney feel that the next big city project after
the Police and Fire training center is built will be the Recreation center.
Jack Murphy and Johnny Burns think that Mr. Berzina will not OK this
project until we have funds and then there will be a time limit. Jack Murphy
said that if people want this, they will have to help fund it just like the
MPEC. It takes cash to create a vision and then when we have a vision to
show people, we vote on it.
C. Discussion of waivers for ordinance prohibiting signs, vehicles on grass,
and alcoholic beverages.
Sign ordinance will be voted on next month. Howmet questioned a permit
to be able to have signs for their picnic. Questions the board had were
(Will the public be responsible for taking down signs if we permit them to
put them up? If we waive the sign permit how will the Police know that we
have done so?). The most common signs people are wanting to put up are
reunion signs. We need to make the group responsible for accountability.
We need to try to monitor this for now.
NEW BUSINESS:
A. Presentation by Northwest Field & Stream and discussion of restriction of
use of south Weeks Park ponds.
Visitors from Northwest Texas Field and Stream were invited to speak.
They showed slides of their events for kids and passed out the Field and
Stream Association brochure. Their request was to ask the Park Board to
present to the Council a proposal to continue present agreement with the
City of Wichita Falls and if possible to see if they could build a bigger pond.
It will still be called the Kid Fishing Pond. Kenny Haney made the motion to
have the City draw up a new ordinance and for all ages to fish there. Steve
Chaney seconds the motion. All were in favor.
B. Request by the multiple Sclerosis Society for waiver of Sec. 82 -63 of the
Code of Ordinances and Resolution 2509 as amended to permit signs and
non payment of entrance fees and donations for their walking event in
Hamilton Park September 7, 2002.
The board will grant the waiver for signs but not the waiver for percentage
of entrance fees or other sales no matter if they are on city property or not.
C. Request by the Falls Fest Steering Committee for waiver of Sec. 14 -384,
Sec. 82 -62, Sec. 82 -68, Sec. 82 -63, Sec. 82 -58 and Sec. 82 -62 of the Code of
Ordinances and Resolution 2509 as amended to permit giving away of
goldfish, sales, alcoholic beverages, posting of signs, vehicles and animals
on the grass, and sales without payment of the percentage of gross to the
City furing the annual event in Lucy Park September 27 and 28, 2002.
City get 30 percent of sales after profit. This waiver was passed along with
the goldfish waiver. Matt Bohlen motioned to approve and Kenneth Haney
seconds the motion. Approved.
D. Request by the RC Club for waiver of Sec. 82 -58 of the Code of Ordinances
to permit vehicles on the grass during an event in Lake Wichita Park on
October 5, 2002.
Kenneth Haney made to motion to accept the waiver and Ed Godsey
seconds the motion. Approved.
OTHER BUSINESS:
Elmer Emory brought up restrooms at Lake Wichita Park. Why do we have
port pots and not regular restrooms? Boys and girls club is a private organization so we
don't supply restrooms. The City of Wichita Falls has no money to build restrooms. Did
the City of Wichita Falls build the restrooms at Kiwanis or did the Kiwanis Club? The
City of Wichita Falls built them and the Kiwanis Club paid us for them from revenue
received through out several years.
