Members Present: Kenny Haney, Al Norris, Mark Howell, William Barnes,
Elmer Emory, Walter Tyndale and Steve Chaney.
Members Absent: Gary Patrick, Kenny Catney and Brett Lee.
Staff Present: Jack Murphy and Genice Wilson
City Council Representative: Johnny Burns
CALL TO ORDER:
Meeting was called to order at 1:35 p.m. The minutes of September 25`h were put
before the board. Mark Howell made the motion to accept the minutes and William
Barnes seconded the motion. Approved unanimously.
OLD BUSINESS:
A. Report of the sub - committee that reviewed proposed locations for a skatepark.
Mr. Walter Tyndale showed a video where he had gone to different cities and
looked at their skateparks. There was a discussion on problems and design of
the skateparks. The committee, made up of Walter Tyndale, Kenny Haney and
Brett Lee, and members of the local skatepark group were of the opinion that
South Weeks Park would be the best location here in Wichita Falls. This area
offers ample space for the design company to develop a plan that would not
encroach on areas currently providing service to park customers.
Other sites that were discussed were Lake Wichita Park and in the wide
median across from the Attebury Grain elevator.
The South Weeks Park will not be considered for the skatepark per the City
Manager. There is a concern about maintenance after the facility is built and
the fact that South Weeks Park is one of the Park Department's most valuable
pieces real estate. This real estate could possibly be put up for sale at some
point. In order to alleviate the problem of skaters on private property
downtown and in other areas the facility needs to be located in a central area
of the city for easy access by all. Mr. Berzina will be having a meeting with
TXDOT tomorrow and he will find out more about the availability of the
property across from Attebury Grain.
NEW BUSINESS:
A. Discussion of historical narrative signs for each city park. This is a very good
idea. Maybe once a year pick a park and research it's history then put up a
historical narrative sign.
OTHER:
Elmer Emory wanted to let Jack Murphy know that at Lake Wichita Park, where the
Boy's Club plays football the fans are still parking on the trail despite previous
complaints. Mr. Murphy will follow up on this.
Due to Thanksgiving Day being on the fourth Thursday in November the next Park
Board Meeting will be held the first week of December for both months.
