CALL TO ORDER:
Meeting was called to order at 1:35 p.m. The minutes of March 27th were put
before the board. Al Norris made the motion to accept the minutes and Elmer
Emory seconded the motion. Approved unanimously.
DEPARTMENTAL REPORT:
The connector trail under FM 2380 bridge over Holliday Creek is progressing. The
completion date is nominally set for June 24th. There have been lots of people
showing interest in the completion of that trail.
The excavation for the Lucy Park Pond edging repair is completed. The edging
has been elevated to the proper point.
The edging is complete for the Wood Memorial Park pond. We are going to try to
extend this contract to the south shoreline.
The summer flowers are going in as we speak. Some over 200 flowerbeds
throughout the city will have these beautiful flowers in them. Jack Murphy is
talking to Troy Jensen at the information center, trying to get a list and location of
each flowerbed on the City's web site. This way our citizens can access that
information from their computer.
The coliseum irrigation, sod and trees, is progressing well. They had a little
trouble locating the underground conduits for the irrigation system. We should be
ready to go probably next week on the irrigation. The sod and trees should follow
shortly after.
We had a discussion with a developer just to get an idea of what it would take to
encourage investment in a restaurant or dining facility at Lake Wichita. They
come back with the thought that right now at any of the sites considered will
probably take the City to invest in extension of utilities before it would be
economically attractive. This will be put on hold until we can complete some of
the projects that we proposed in our open space, parks and recreation plan.
We are hoping to apply at Texas Parks and Wildlife Department again for a
concrete and gravel trail in Hamilton Park.
Recreation summer camps are nearly full for the summer. Camp Lots -a -Fun filled
the first day of registration and Discovery Camp has openings only in the second
session. Camp Fit -n -Fun still has a few openings for all four sessions.
The Lucy Park swimming pool opens Saturday, May 24th.
CDBG Projects are as follows:
❖ Williams Park restroom — will be made totally of steel. The inside will be painted
white.
❖ Williams Park drainage — is progressing. This is on the south side of the park. We
are going to combine the drainage into an 8 foot pilot channel which will double as an
access area from the neighborhood to the park.
❖ Williams Park shelter relocation — we have relocated the two shelters in Williams
Park so they are closer to the linear sidewalk through the park.
❖ Shelter on river linear park — we have ordered this shelter which will be located
right off River Road near where the sewer lift station is.
❖ Scotland Park land acquisition and shelter — is in progress. The city property
management office is working on this and a small shelter is budgeted.
❖ Lamar Park shelter and restroom — we are tearing down the shelter and restroom
at Lamar Park and rebuilding it. This shelter and restroom has had the worst vandalism
of any of our parks. The shelter will be an eight -sided gazebo type shelter with a steel
restroom.
The deadline for our annual maintenance budget is today May 22nd. This has
been completed.
Jack Murphy showed a quick video on the TRAPS event we will be hosting in 2004.
He asked for the help and cooperation of each member of the board.
OLD BUSINESS:
A. Skate Park presentation by Ed Cole. Mr. Cole showed a short video on skate
parks to the board and there was a discussion on the possibility of using city parkland to
build a skate park for the teens and kids of Wichita Falls. We discussed the need to get
these kids off the streets, off private property and in a proper arena for their sport. A
motion was made by Kenny Haney to promote and support this concept with the site to
be determined at a later date. Elmer Emory seconded the motion and it was approved
unanimously.
NEW BUSINESS:
A. Request by the Juvenile Diabetes Research Foundation for waiver of Section
82 -62 and Sec 82 -63 of the Code of Ordinances to permit sales, non payment of the
required percentage of gross sales or donations, and posting of signs for a walking event
in Lucy Park on October 19, 2003.
Staff recommended approval. Kenny Haney made the motion to approve and
William Barnes seconded the motion. Approved
B. Request by The Place for reservation of the Lucy Park trail on the east side of the
park and waiver of Section 82 -62 and 82 -63 of the Code of Ordinances is requested to
permit sales and posting of signs for a fund raising event December 12 and 13, 2003.
Booths with food and gifts for sale and Christmas activities in other countries are
proposed. The staff recommended approval. Mark Howell made the motion to accept
this proposal and Steve Chaney seconded the motion. William Barnes wanted to add
that this is based on low trail utilization at that time of year and this will set a precedence.
Approved
C. Request by the WF Radio Control Club for waiver of Section 82 -63 and 82 -58 of the
Code of Ordinances to permit posting of signs and driving vehicles on the grass during
an event September 27 and 28, 2003 in Lake Wichita Park.
The staff recommends approval. William Barnes made the motion to approve
and Mark Howell seconded the motion. Approved
D. Presentation by Walter Tyndale on lake piers. The Power Point presentation that
Mr. Tyndale had prepared did not work on Troy's computer so he suggested that the
members check a lake pier manufacturing company out on the internet at
www.Atiantic- Meeco.com . This site will show what types of piers and docks can be
constructed at Lake Wichita. Gary Patrick suggested we contact the company and
arrange for a site visit to gather more information. There was discussion on possibly
trying to get a grant from Texas Parks & Wildlife Department and matching it with 4B
sales tax dollars.
E. Proposal by Jan Spears regarding construction of a decorative bridge over the
pond in Martin Plaza Park. This has been tabled until the June meeting.
F. Recommendation by Recreation staff for waiver of ordinance to permit
consumption of alcoholic beverages at the summer concert series Tuesday evenings in
Lucy Park. Steve Chaney made the motion to approve with the clause no glass
containers. Walter Tyndale seconded the motion and it was approved.
