Park Board Minutes - 03/27/2003Wichita Falls Park Board Meeting March 27, 2003 Municipal Auditorium City Council Conference Room 1:39 p.m. Presiding: RECEIVED IN CITY CLERK'S OFFICE Date CLk04 -03 By > Time Gary Patrick/Chairperson Members Present: Gary Patrick, Al Norris, Mark Howell, William Barnes, Kenny Haney, Elmer Emory, Steve Chaney, Matthew Bohlen, Walter Tyndale and Brett Lee. Members Absent: Staff Present: Lisa Jensen City Council Representative: Johnny Burns (absent) CALL TO ORDER: Meeting was called to order at 1:39 p.m. The minutes of February 27'" meeting were put before the board and Mark Howell moved to accept the minutes. The motion was seconded and approved unanimously. OLD BUSINESS: A. Review of rules and regulations for use of CDBG funds in city parks. Dave Clark was introduced to the board and he talked about the CDBG program. There are national criteria that any project has to meet in order to be eligible for the funds. They include low income areas, especially those with urgent needs that will benefit the local low income area. There was $200,000 authorized for parks this year. Public applications are now being accepted for CDBG grants beginning October 2003 — September 2004. A council sub- committee will review these applications and make a recommendation to the full council. A. City budgeted capital park improvements for the last 5 years. Mr. Murphy was not at the meeting to answer questions on this so it will be on the next agenda. B. Request by a citizen for a walk from the trail on the top of the Lake Wichita dam to the rock lined shore to permit easier access for fishing. Mark Howell talked about the need for some type of smooth walkway being put in for the older citizens and young children in order to get through the rocky shoreline to the water. There is a possibility of getting a 50/50 match grant for this project with the Texas Parks and Wildlife. Rebuilding the old pavilion pier would work to improve access to the lake for a wide variety of users. Such an improvement would eligible for 50/50 grant funding through the Texas Parks and Wildlife Department. Kenny Haney suggested that the process for getting this grant begin immediately. Walter Tyndale had several ideas for the rebuilding the pier and Mr. Gary Patrick asked him to bring written information to the next meeting. s NEW BUSINESS: A. Request by the Wichita Falls Kiwanis Club for reservation of a portion of South Weeks Park and a waiver of ordinance 82 -67 to permit an overnight camping event for 150 youths by the Northwest Texas Council 587 of Boy Scouts of America on April 25 — 26, 2003. Edie Dryden presented the request for the Boy Scouts to use Kiwanis Park for the event called Scout -O -Rama. The Kiwanis Club helps sponsor this event. This is a public relations type event that makes the community aware of what the scouts are all about. They need permission to camp in front of the Field and Stream building closer to Southwest Parkway so they can be seen. The area will be left in good condition when the event is over. Parks Department has no problem with the Scouts using this area of the park. William Barnes made the motion to grant the request with the Scouts supplying additional signage. Seconded by Elmer Emory and the motion was approved unanimously. DEPARTMENTAL REPORT: There was no departmental report due to Jack Murphy being out of town. There was a discussion about the connector trail being put in along Holliday Creek under Old Lake Road. OTHER: Ed Godsey has resigned from the Park Board.
