Park Board Minutes - 05/25/2000d Wichita Falls Park Board Meeting May 25, Municipal Auditorium City Council Conference Room 1:30 p.m. Presiding: Gary Patrick/Chairpe CITY CLERK'S OFFICE Date By Rf— Time Members Present: Gary Patrick, Al Norris, Linda Bates, Bob McBee, Bill Barnes, Kenneth Haney and Mark Howell. Members Absent: Barbara Green, Clark Waters and Ed Godsey. Staff Present: Jack Murphy and Genice Wilson City Council Representative: Dan Shine, absent Visitors: None CALL TO ORDER: The meeting was called to order. The April 27, 2000 minutes were put before the board and Al Norris made the motion to accept the minutes. Linda Bates seconded the motion and the minutes were approved. DEPARTMENTAL REPORT: Mr. Murphy updated the board on the CDBG Trail. The preconstruction meeting for the Plum Lake shoreline enhancement for anglers is scheduled soon. Small trees and shrubs, donated by Robert Rudgley and family, are being planted in Martin Circle (Speedway Circle). Mr. Murphy checked with Public Works on the Lake Wichita Boat Ramp and officially it is still with the contractor and is 98% complete. The level of the lake was discussed and in 1977 the City and Lakeside City formed an agreement to keep the lake no lower than at 976 msl elevation. The Lake Wichita Study Committee also received a commitment from the city council in 1995 to maintain the lake at spillway level 976 msl. The sprinkler system is in for the new boat ramp parking lot traffic islands, but is not in use because of the water shortage. The tall pier posts will be cut and capped and there will be signs put up. A need was expressed by the board for a light to be put up near the courtesy dock. There is no light there now. Mark Howell asked what are the chances of getting a light put up soon? Mr. Murphy said that the light was taken out of the bid to keep under budget. Linda Bates wanted to know if the City owned the edge of the lake, where the trail is being put in, and is there a plan to buy property around the Lake? Yes, the City owns the edge of the Lake and Mr. Patrick has done a lot of work and study on obtaining property around the Lake. The budget request has been turned in. The budget's biggest request is roadwork to be done at Jaycee Park. The parking area by the football fields needs repaved and so do the lots at Kiwanis and Hamilton Parks. The Weeks Tennis Center needs its parking lot rebuilt and this was put in the budget. A new playground was budgeted to be put in at Loch Lomond Park and a new hip roof for the restrooms in Kiwanis Park. A Mobil Stage for the Recreation Department was also put in the budget. Jaycee Park has a new 18 Hole Disc Golf Course. The Tram is almost ready to be put out on the trail. OLD BUSINESS: A. The Five Year Plan needs another workshop and then it needs to go to public hearing. A date for this Park Board Workshop was scheduled for Wednesday, June 14 at 1:30 p.m. at the Library/Recreation building, 10`h and Indiana. B. The Lake Wichita Boat Ramp was discussed in the Departmental Report. OTHER BUSINESS: THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:00 P.M.
