The meeting was called to order at 1:43 p.m.
DEPARTMENTAL REPORT:
The two coaches for the Tram are nearly complete. We are waiting for
the benches to be delivered. Audio Connection is installing the
speakers, and the tug is really starting to look like a steam engine. It
should be complete and in use by this summer.
We received official notice that the grant for the three -mile trail, which
starts at the bottom of the dam by the spillway and ending at Fairway,
was approved. Mr. Howell was wondering if the trail was going under
Old Lake Road, and if it was to be constructed with City money? Mr.
Murphy explained that the two projects end on either side of Old Lake
Road leaving about a quarter mile gap. There is a plan being considered
to put the trail at the bottom of the creek where there happens to be a
platform that goes under Old Lake Road bridge. It may be flooded at
times, and Public Works is worried about the silt that may occur. We will
just have to see what happens. The contractor should be starting on the
second trail, which is the 1.2 -mile section that will join O'Reilly Park to
Williams Park.
Mr. Patrick asked what kind of time frame we have on the three -mile
trail? Mr. Murphy said that it should be completed in about six months
to a year. The two -mile trail should be completed in a few weeks. Is the
Tram going to be street legal? Jack said that we can put the slow
vehicle sign on it and it will be street legal.
Mr. McBee asks about spurs being constructed to connect with the trail,
and if we would be able to connect the residential area just east of
Weeks Golf Course to the trail? Possibly once the trail system is
completed we may be able to put extensions or spurs that will connect
with the trail. As far as an extension over the Holliday Creek and
through the Golf course to the residential area we are not sure. It is
being looked at and no solution has been reached.
We have overlaid all the trails in Lucy Park with asphalt and they are
looking really good.
Glenn Jamison, Kathy Whetstone and Larry Nash have gone to the
TRAPS meeting at South Padre Island and will be back Monday
February 28.
The Recreation building Phase I is finished and Phase 11 is starting. The
Santa Rosa Construction is the contractor doing the renovation and is
doing an excellent job. The architect is Ron Fox.
OLD BUSINESS:
A. It was discussed and recommended to the board to place only the
portion of Weeks Park discussed previously on the City Council
election in May for disposal. Al Norris made the motion and Clark
Waters seconded. None opposed.
A. Mr. Berzina wants the Park Board to set a date and a place to get
together in a retreat to approve a five -year park plan. A motion was
made to have the retreat on Thursday March 23 from 1:30 to 5:00
p.m. at the Log Cabin. Al Norris seconded the motion and it was
approved.
B. We are not planting trees at this time. Even with the special
allowances for watering we will still lose trees if it doesn't rain. Drip
emitters are being placed on Kell and in other places.
C. The Park Board was not pleased with certain aspects of the new
Lake Wichita boat ramp and wanted Mr. Murphy to pull the specs
from Engineering Department and see what was specified. At the
end of the ramp where the boats go into the water it was supposed
to be dredged and it is still not deep enough to get most boats into
the water. Also, Engineering needs to notify the contractor who did
the pier and let them know that a center brace needs to be put in and
the boards should be attached with screws instead of nails.
NEW BUSINESS:
A. Request by the Radio Control Club for an ordinance waiving Sec. 22-
1(a)(2) of the Code of Ordinances to permit parking of vehicles on
the grass during their event May 6, 2000 in Jaycee Park. Al Norris
made the motion to approve and Bob McBee seconds the motion.
None opposed.
B. Request by the Tex -Mex Baseball League for extended reservation
privilege for the baseball field at Spudder Park and Williams Park on
Saturdays and Sundays from March 11, 2000 through October 30,
2000. Al Norris made the motion to approve and Bob McBee
seconded. None opposed.
OTHER BUSINESS:
THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED
AT 3:37 P.M. THE NEXT BOARD MEETING WILL BE HELD ON THURSDAY,
MARCH 23, 2000 AT THE LUCY PARK LOG CABIN.
