I. CALL TO ORDER
The meeting was called to order by Chairperson Purtle at 3:05 p.m. The Chairperson
welcomed the commission members, city staff and guests to the Kemp Center for the Arts.
[The April meeting was held at the Kemp Center in order to show commission members,
city staff and guests the completed renovations on the ground floor while outlining final
plans for the completion of the main floor /entrance.]
II. APPROVAL OF MINUTES
A motion was made by Ms. Rhone to approve the minutes from the February 15, 2001
meeting as submitted. Mr. James seconded the motion. The motion was approved
unanimously.
III. REVIEW OF PROPOSED KELL HOUSE MAJOR MAINTENANCE ACTIVITIES
The Chairperson introduced Ms. Cayce Cleary, Kell House Museum curator and the
representative from Marshall Construction who will be addressing the extensive repair

work at the Kell House. Ms. Cleary outlined the proposed repairs necessary in order to
keep the Kell House in operating condition. Some of the specific items to be repaired
included: leveling and shoring of the foundation, repointing the masonry, painting, plaster
repair, etc. Ms. Cleary provided a detailed cost proposal for review and discussion,
indicating that the repair work to both the Kell House and Carriage House would cost
$116,156.00. The repair work was approved by the Wichita County Heritage Society
board on March 8, 2001.
Commission members were in favor of the proposed repair and maintenance activities and
provided their endorsement.
IV. REVIEW & DISCUSSION OF REVISED DRAFT "INSTRUCTIONS FOR
COMPLETING WICHITA FALLS LANDMARK NOMINATION FORMS" REPORT
ON THE ADOPTION OF THE REVISED CITY LANDMARK ORDINANCE
Mr. Clark recommended to the commission members that in order to continue progress
with the review and update of the Design Review Guidelines and Instructional Guidelines
for the Landmark Nomination Form it would be helpful if a subcommittee were created.
The commission members present were in agreement that it would assist both the staff
and commission if a smaller committee were developed to focus on specific details and
composition of the historic review documents. Mr. Clark and Ms. Purtle suggested that
some candidates for the subcommittee might include: Mr. Dowdy, Ms. Rhone, Ms. Koch,
Mr. Newsom and Ms. Holland. It was noted that planning staff members would contact the
above referenced Commission members would be contacted and a meeting date
scheduled for the Design Review Subcommittee in early May.
V. DISCUSSION OF THE LANDMARK PLAQUE PRESENTATION FOR THE KEMP-
KELL DEPOT BUILDING (Wichita County Heritage Society) — May 3, 2001
The Chairperson addressed this agenda item in the absence of Ms. Andi Holland. The
plaque presentation will be coordinated with the downtown Trade Fair Days on May 3,
2001. The Kemp -Kell Depot building was designated as a local landmark on January 5,
1999 (City Ordinance No. 1 -99). However, with on -going renovation work the Landmark
Plaque was not placed on the front facade.
Ms. Blackwood, a representative from the Wichita Heritage Society, indicated that they
would be mailing invitations to the Heritage Society members, the Landmark Commission
members and other key people associated with the restoration of the Depot building. The
event will begin at 11:00 a.m. and lunch will be available at a nominal fee. Ms.
Montgomery-Gagne asked if the press would be notified via a media release. Mr. Clark
indicated that planning staff would coordinate the press release with Ms. Holland and that
he would anticipate the majority of the Landmark Commission members being in
attendance on May 3`d

VI. KEMP CENTER FOR THE ARTS — REVIEW AND UPDATE OF RENOVATION
ACTIVITIES ALONG WITH BUILDING TOUR
The Chairperson introduced the architect who was retained for the project - Mr. Michael
Maloney. Ms. Purtle and Mr. Maloney outlined some of the key renovation activities.
After a brief overview of the major renovation and restoration activities, Ms. Purtle
provided a guided tour of the various improvements and key features of the completed
ground floor, the main entrance, grounds and main floor which will be mainly used as a
performance area. The concert hall will be flanked by an art gallery on the north, with
storage and classroom area on the south wings of the building. The ground floor will
provide for multiple functions with the office space for the Arts Council, and Symphony,
along with display cabinets, a gift shop, a main kiosk for tickets etc., practice and meeting
rooms for the symphony and Arts Council members, kitchen facilities, storage /mechanical
room, restroom facilities and a large open studio art classes or demonstrations.
The architect noted that an original photograph of the Kemp Center was recovered and
provided detail regarding the original architectural composition at the front entrance of the
building. The structure has undergone significant remodeling in 1942 and in 1964 and in
later years. The north and south wings on the building were added in the early 1960's.
Ms. Purtle mentioned that the idea of installing carriage lights at the front entrance has
changed to installing recessed lights that would not visually alter the structure. The front
entrance will also be altered from the original photograph with the installation of a center
door with a decorative iron grill (blend in with perimeter wrought iron fence) and side
panels in place of the original double doors.
Mr. James introduced a motion to approve the final plans for the Kemp Center for the Arts
as presented and discussed with the Landmark Commission. Ms. Blackwood seconded
the motion. Motion was carried unanimously.
VII. OTHER BUSINESS
The Chairperson suggested that the following two items for "Other Business" be discussed
at the May meeting when Mr. Newsom and Ms. Holland are available to outline the
specific details. All members present were in agreement with the decision to postpone
"Other Business" until the May meeting.
