Ms. Williams called the meeting to order at 4:20 P.M. She declared a quorum to be present. The
minutes of the February 25, 2003 meeting were approved with the correction to show Matt Benoit, Assistant
City Manager as present at the meeting.
Ms. Williams called on Ms. Hughes for the Librarian's Report. Ms. Hughes said that public
librarians across the state were outraged when Rep. Phil King (Weatherford) introduced HB 1635 that
eliminates libraries from eligibility for Telecommunication Infrastructure Fund grants. Rep. King's bill
proposes allowing only schools to apply for the funds in the future, his rationale being that libraries played
no role in the educational process. His stance totally ignores that public libraries support school curriculum
with supplemental materials, and are in fact the "school library" for a dramatically increasing number of
home school students, as well as for students of a great many private schools. Ms. Hughes reported that
Eric Terry has assumed the Children's Librarian duties and is rapidly becoming very popular with his young
customers.
Andrew Jelen, Genealogy and Adult Services Librarian, presented a Power Point prrogram on the
Circulation Department, the third in his Behind the Scenes series.
Under other business, Ms. Hughes said that both Mr. Jelen and Mr. Terry would attend a seminar
on developing a citywide reading program for adults and high school students. The Texas Library
Association Conference often videotapes seminars. Mr. Jelen will order one of the tapes, if he feels it
would be of use to the Board and staff during further planning. Either Mr. Jelen or Mr. Terry will report on
what they learned to the Board at the May meeting.
In Ms. Gregg's absence Ms. Lambert reported for the Friends. She reminded the Board of the
regular two for one sale in the bookstore. Board Member Jim Brackett had brought a large number of good
books to be sold in the store.
Ms Williams announced that the next meeting of the Library Advisory Board would be April 22nd
in the Library Conference Room. The Board adjourned at 5:15 PM.
