Resolution Authorizing The Purchase Of Dispatch Radio Console
Equipment And Related Services And Software From Dailey-Wells
Communications, In A Total Amount Of $155,400
WHEREAS, the City purchased and installed an Enhanced Digital Access
Communications System (EDACS) manufactured by M/A-COM, Inc., now known as
Harris Corporation, which provides critical public safety communications;
WHEREAS, the radio console equipment in the Public Safety Dispatch Center
needs to be replaced with upgraded equipment;
WHEREAS, the City Council finds this purchase is a procurement necessary to
preserve or protect the public health or safety of the residents of the City of Wichita
Falls, and is therefore exempt from state bidding requirements pursuant to Tex. Local
Gov't Code § 252.022(a)(2);
WHEREAS, the City Council finds that Dailey-Wells is the only authorized Harris
Corporation Network Solutions Provider of this equipment, services, and software, and
the City Council further finds that this purchase of equipment, software, installation,
training, and maintenance is exempt from Texas competitive bidding requirements
pursuant to Tex. Local Gov't Code § 252.022(a)(7) as a procurement of items available
from only one source; and
WHEREAS, the 2010-11 budget has available funding in the Information
Systems Budget to replace this equipment at this time.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
City staff is authorized to execute all documents necessary to purchase Dispatch
Radio Console Equipment and related services and software as described in the
attached Terms of Purchase from Dailey-Wells Communications, in a total amount of
$155,400.
