Welcome & Introduction The meeting was called to order at 8:35 a.m. by Mayor Yeager. II. Approval of Minutes of the June 8, 1999 Meeting . Members . Staff . Visitors .Members Mr. Moller asked if he could address changes in the plans he submitted at the last meeting. Mayor Yeager stated that he could not. There being no other comments concerning the minutes, they stood approved as submitted. WICHITA FALLS MPO PAC MEETING July 13, 1999 PAGE 1 OF 2 t A III. Discussion and Approval of Amendments to FY 2000 UPWP Mr. Seese presented to the Committee the required changes in the FY 2000 UPWP. 1. Changes to professional titles of three members of the Policy Advisory Committee. 2. Changes to the language in Task 1.0, Subtask 1.1 to include the purchase of GIS software as a possibility. 3. Changing the text in Task 5.0, C.5. from FY 1999 to FY 2000. The UPWP, with the amendments, was approved as recommended. IV. Other Business There was a discussion about the potential for additional highway funds for the Wichita Falls if metropolitan areas in the state do not comply with EPA regulations regarding air quality. There was a discussion of the effect two recent court rulings may have on EPA powers. Mr. Barton stated that there were new numbers on the cost of the interchange between Kell Freeway and the U.S. 287 Overhead and that the project ranking has improved due to this reduced cost. TxDOT is seeking clearance from Austin to move forward. In addition, that section of Kell Freeway, between east of Kemp to west of Fairway, will be approximately $16.5 million. He said that the plans should be completed toward the end of September. Mr. Barton stated that TxDOT should be more competitive because of the progress and improved numbers. Mr. Clark asked about the status of the enhancement projects. There was a discussion about the Kell Depot and the Bike Trail. Letting for the trail should be in August. V.
