I. Welcome & Introduction
Mayor Lyne called the meeting to order at 8:01 a.m.

II. Review and Approval of the Planning Contract Between the State of Texas, Acting
by and Through the Texas Department of Transportation, and the City of Wichita
Falls, Which Serves as the Fiscal Agent for the Wichita Falls Metropolitan
Planning Organization
Mr. Barnett began by thanking TPC members for attending the Special Called Meeting.
He then proceeded to outline the parameters for the new agreement and the process
whereby the City of Wichita Falls Legal Department reviewed the new Planning
Contract. After the review process, Bill Sullivan, City Attorney, informed Mr. Barnett that
he was satisfied with adopting the new contract. Mr. Barnett also informed the

committee that the contract was "very similar" to the previous contract and asked if the
committee was prepared to adopt it. Mr. Watts motioned to approve the contract. Mr.
Tegtmeyer seconded the motion. The contract was unanimously approved.'
III. Review and Approval of the Texas Urbanized Mobility Plan JUMP) Amendment to
the FY 2006 Unified Planning Work Program (Subtask 4.4)
Mr. Barnett outlined the changes needed to amend the FY 2006 UPWP to include the
new Texas Urbanized Mobility Plan JUMP) for the Wichita Falls Urbanized Area, under
subtask 4.4. Mr. Wilde motioned to approve the amendment as presented. Councilor
Elmore seconded his motion. The amendment was unanimously approved.
IV. Review and Approval of the Wichita Falls Transit Study Amendment to the
FY 2006 Unified Planning Work Program (Subtask 4.5)
Mr. Barnett discussed the necessary changes to the FY 2006 UPWP to allocate funding
assistance to help carry out the 2006 Wichita Falls Transit Study, under subtask 4.5. Mr.
Wilde motioned to approve the amendments as presented. Councilor Elmore seconded
his motion. The amendment was unanimously approved.
V. Public Comment on Anything Not on the Agenda
Mayor Lyne asked for comments. None were received.
VI. Adjourn
The meeting adjourned at 8:08 a.m.

The contract was signed, in triplicate, by the Mayor and the City Manager after the meeting was
adjourned. All three copies were then forwarded to the local TxDOT District office for delivery to the
Director of the Austin Transportation Planning and Programming Division for his signature.
