Approved January 21, 2004 II. Approval of the July 30th TPC meeting minutes (pg 2) Ms. Ammons motioned to approve the minutes. Mr. Sheppard seconded the motion. The motion passed unanimously. III. Review of the TAC minutes of October 1, 2003 — No action required (pg 5) No comments were received. IV. Presentation by TxDOT /Austin concerning the 2000 base year and 2030 forecast Mr. Graham opened the presentation with a few comments about the goals of TPP and the effort used to build a base year model. Mr. Contrerras gave a brief presentation on the Wichita Falls Travel Demand Model Validation process. The model will provide a means for making informed decisions regarding proposed transportation improvements within the MPO area. Mr. Contrerras explained the process for proving the model's credibility. Mr. Graham presented and discussed the 2030 forecast. V. Approval of amendments to the FY 2004 UPWP (pg 8) Mr. Leiker, with the help of Mr. Barnett, explained in detail the changes made to the FY 2004 UPWP. Mr. Beauchamp gave a brief description of the ACTRA system proposed for replacing the MONARCH Intelligent Traffic Management System (ITMS) the City is currently using and how video detection units would assist in the collection of data for operational and planning purposes. Mr. Nelson commented there was no real direction on how to use this data (from ACTRA) and that the MPO should consider the issue thoroughly. He further stated that if it was found the MPO would use 100% of the data then the MPO should pay 100% of the cost, otherwise the cost should be proportioned out. Judge Gossom asked for a motion to (1) approve the funding for the proposed video detection units and (2) have TAC and MPO staff present at the next quarterly meeting a more definitive use of the data. Mr. Nelson added that TAC should also define how the data would be used as a planning tool and the results presented at each quarterly TAC/TPC meeting to demonstrate how it goes into the planning effort. Mr. Nelson made the motion to approve with the above stipulated conditions. Mr. Sheppard seconded the motion. The motion passed unanimously. VI. Approval of November amendments to the Transportation Improvement Program (TIP) (pg 28) Mr. Barton gave a brief description of the additions to the TIP. Mr. Sheppard motioned to approve the amendments as presented. Mr. Taylor seconded the motion. The motion passed unanimously. Discussion and approval of the process, outline and milestones for the 2005 — 2030 Metropolitan Transportation Plan update (pg 31) Mr. Leiker gave a brief outline of the 2005 -2030 Metropolitan Transportation Plan update and the progress made thus far. He asked the board to consider limiting the size of the Steering Committee because of the time constraints imposed by the plan's process. Mr. Barton commented that TAC recommended adopting the process and outline for completing the MTP and the application process discussed in Item VIII. Mr. Sheppard commented that the representative from Lakeside City did not need to be on the Steering Committee because of his current seat on the TPC. Mr. Taylor commented he would like to serve on the Steering Committee from a technical perspective. Judge Gossom commented on the lack of representation in the Environmental Justice area and for the Highway Needs Commission. Ms. Ammons motioned to approve the MTP process, outline and milestones for developing the Metropolitan Transportation Plan for 2005 -2030. Mr. Sheppard seconded the motion. The motion passed unanimously. VIII. Discussion and approval of a project application process for the Metropolitan Transportation Plan (pg 41) Mr. Leiker commented this project application process had been used successfully in the past for previous MTP submissions. Judge Gossom asked for a motion to approve the form and allow staff to use it. Mr. Sheppard made the motion to approve. Mr. Watts seconded the motion. The motion passed unanimously. IX. Comments regarding the Alternative Fuel Study (Separate document) — No action required Mr. Barnett gave a brief description about the Alternative Fuel Study explaining it was for informational purposes only. Mr. Leiker commented the executive summary was presented to City Council and the intent was to follow the consultant's recommendation to use Ultra Low Sulfur Diesel with Particulate Matter filters as of summer 2006. X. Approval of the FY 2004 meeting calendar (pg 48) Ms. Ammons motioned to approve the schedule. Mr. Watts seconded the motion. The motion passed unanimously. XI. Other Business: a. Update on Kell Freeway Mr. Leiker commented there was a delegation sent to Austin to the TTC meeting on September 25th in support of the Kell Interchange. Mr. Barton and Mr. Nelson gave a brief explanation of "Pass- Through Tolling" and its possible application to the Kell Interchange. b. Discussion of transportation projects — City and TxDOT Mr. Barton stated there were no projects to add to the list of obligated projects the MPO must submit each quarter. However, there needed to be a list of WICHITA FALLS MPO TPC MEETING October 24, 2003 PAGE 3 l Approved January 21, 2004 projects out of the MTP submitted before the end of the month to the study office. He gave a further description of projects in progress within the area. Mr. Taylor gave brief description of City projects currently in progress. c. Discussion regarding changes to the MPO boundary (refer to attached map). This discussion may be delayed until such time that the maps are rectified. Mr. Barnett explained the need for boundary smoothing in order to produce a new Urbanized Area Boundary based on Census 2000 data. Mr. Barton further commented on the differences between the 1990 UAB and the 2000 UAB, highlighting the changed areas. He stated the MPO would have to ask for a new designation because of the extension south into Archer County (the 2000 UAB would extend past the MPO boundary). d. Appointment of representatives to the MTP Steering Committee Mr. Leiker asked the board for direction on populating the Steering Committee. Highway Needs Commission (Rep. appointed by TPC Chair, and the Lakeside City Rep.) Vice -Chair Vice - Chair, Mr. Sheppard motioned to accept the list of Committee appointees. Mr. Taylor seconded the motion. The motion passed unanimously. e. Discussion of performance measures Mr. Barton commented on the need for the MPO to develop and adopt performance measures in order to prove to FHWA the MPO is accomplishing set goals. f. Approved January 21, 2004 X11. Public comment on any item not on the agenda Mr. Moller handed information on targeted Environmental Justice areas within the MPO. Mr. Griffith commented on the traffic between New Braunfels and Austin and the need for involvement on 1 -35 to help reduce congestion. XII1.
