Mr. Leiker, the interim MPO Director, began the meeting at 8:31 a.m.
11. Approval of the October 1St and December 5th TAC meeting minutes
The minutes were approved as presented.
Ill. Review and comment regarding the TPC's October 24th and December 19th
meeting minutes - No Action Required
No comments or questions were received.
IV. Review and Comment on the FY 2003 Annual Performance and Expenditure
Report — No Action Required, For Informational Purposes Only
Mr. Barnett gave a brief summary of the report and explained that a copy was
sent to TxDOT (TPP) in Austin on December 31St. No comments or questions
were received but Mr. Leiker directed the members to contact Mr. Barnett if they
should have any in the future.

V. Review and Comment on the Revised Request For Proposal for a Qualified
Consultant to Complete the 2005 — 2030 MTP update — No Action Required,
For Informational Purposes Only
No comments or questions were received concerning the RFP that was mailed
out on January 2 "a
VI. Discussion and recommendation on an amendment to Appendix J of the FY
2004 UPWP — the Environmental Justice Target Area Map
Mr. Barnett gave a brief description on the changes made to the Environmental
Justice Target Area map compared to the version in Appendix J of the 2003
UPWP. He explained that the area was determined using the latest information
obtained from the Planning Division in Community Development. Their information
was obtained from HUD, which breaks down the data from the U.S. Census
Bureau in a more detailed form than does Health and Human Services (HHS) for
low to moderate income populations. Mr. Barnett explained the target area was a
combination of several GIS shapefiles including: HUD Community Development
Block Grant (CDBG) 2000, Texas Qualified Census Tracts (QCT) 2003, U.S.
Census 2000 Census Tracts, and the City of Wichita Fall's Parcels information.
Mr. Clark and Ms. Gagne pointed out there have been updates to the source
information used and that the map would need to be revised. Mr. Barnett stated
he would make the revisions and present the map at the next TAC meeting.
No further comments were received and the item was tabled for the next TAC
meeting.
VII. Discussion and Recommendation on February amendments to the
Transportation Improvement Program
Ms. Askins explained that most of the projects were statewide CSJ's and that only
two required revisions. The statewide CSJ's required no revisions and were
included for informational purposes only. The two projects requiring revision were
listed on the TIP FY 2006 Projects by State Category as funding category 11
District Discretionary and referred to construction of the direct connect for the
interchange.
Mr. Leiker asked the representatives from TxDOT to forward him more information
concerning the safety lighting projects listed in the TIP. Ms. Gagne asked about
the status of the Kell Interchange project now moved to funding year 2006, its
state funding position, and what priority level it currently occupied. Mr. Lujan
commented that the project was listed in the TIP for letting in September of 2005
but funding from Austin (TTC) was still undetermined as of this time. There still
remained a possibility the project could be moved further out.
Mr. Clark inquired about the letting of the landscaping contracts for the Maurine
Street overpass and the fountain entrance project to the city. Mr. Hertel stated he
knew the fountain entrance project had been let and Mr. Kelley commented that

Maurine Street had not been let in September. Mr. Clark stated City Council
wanted to know when the Maurine Street project would start. Mr. Leiker directed
the TxDOT members to investigate this item and report back their findings before
the next TPC meeting.
IX. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects —
City and TxDOT staff (Quarterly Review)
Mr. Hogan gave a brief update on projects currently in process around the city
including: the Faith Village Phase One drainage project, which had been
moved back to June for completion; the regular city street overlay had been
postponed until March 1St; a contract letting for 2005 for the CDBG streets in
April and the larger, more inclusive, city street overlay in June.
Mr. Kelley gave a brief update on TxDOT projects including: FM 369, Lake
Road, the Jefferson Street and Business 287 overpass, the overlay on State
79 and US 287 towards the Clay county line.
Mr. Leiker gave an update on the installation on the video detection units being
installed at key intersections around the city, which were a 50 -50 split between
the MPO and the City. The units should be installed by summer of 2004.
b. TEMPO Contract Meeting, January 12 -13, 2004, Austin CAMPO Offices —
Purpose: Discussion of Roles, Responsibilities, and Relationship of the
MPO, MPO Policy Committee, Fiscal Agent and Transportation Planning
Director
Mr. Leiker stated he would be attending this meeting and would report back at
the next TAC meeting with any pertinent information.
