L Welcome & Introduction
The MPO Director called the meeting to order at 8:30 a.m. Introductions were made
around the room.
11. Public Comment on Any Item Not on the Agenda
Mr. Moller presented maps to Mr. Barton asking to confirm the 1999 alignment for
the Kell Frwy. interchange. Mr. Barton stated that it appears to be the same as is
now being considered.

Mr. Clark indicated that he was present during that meeting. Mr. Hogan made a

motion to accept with the change, and Mr. Leiker seconded the motion. Motion
passed unanimously.
IV. Review and Comment Regarding the Transportation Policy Committee's
April 23`d meeting minutes, and May 28th called meeting minutes - No Action
Required
No comments were received.
V. Discussion & Recommendation on the FY 2004 UPWP
There was general discussion regarding the allocation of funds between tasks and
subtasks and description of the work to be performed under certain tasks. Mr.
Barton made the motion that Subtask 4.1 and 4.2 be combined to more accurately
reflect the costs. Mr. Clark seconded. The motion passed unanimously.
Vt. Discussion and Recommendation Amending the FY 03 UPWP
Mr. Barnett stated that amendments were necessary due to the recent changes
within the City by separating the MPO functions from the Planning Division. He
then discussed the funding shifts between tasks.
Mr. Clark stated that Subtask 4.2 should reflect the City's participation in the
Thoroughfare Plan, since it was a City document. Mr. Seese recommended
adding the language "Work with the City to update ..."
Mr. Moller commented that the language under Subtask 2.1 indicated that MPO
staff should perform traffic analysis when requested by citizens. Mr. Barton
clarified the intent of the subtask by stating that, because staff had no professional
engineers on staff, it was not qualified to make traffic impact analysis, but that a
citizen could request information in the form of already prepared documents. Mr.
Taylor stated that if a development was substantial enough, the City could
perform such an analysis.
Mr. Clark made a motion to approve, with his amendment, the amendments to the
FY 2003 UPWP. Mr. Anderson seconded the motion. The motion passed
unanimously.
VII. Discussion and Recommendation on a combined City/TxDOT Thoroughfare
Plan
Mr. Seese stated that the intent of this item was to generate discussions about the
need for a City /MPO/TxDOT Thoroughfare Plan. There was general discussion
about the pros and cons of such a plan. It was agreed that we should begin
research into such a plan, but that a motion was not needed.

V/11. Other Business:
a. Update on Kell Freeway
There will be nothing to report until the Statewide Mobility Plan is
published.
b. Discussion of Local Transportation Projects – City and TxDOT
TxDOT and City staffs provided updates on various projects underway and
proposed.
C. MPO Transportation Model and update to the Socioeconomic and
Demographic Forecasts
Mr. Seese reported that a contract has been presented to Wilbur Smith
Associates.
d. MPO Priority Corridors
Mr. Barton passed out a map showing future corridors that should be
considered beginning 2014.
e. MTP Update
Mr. Seese reported that the MTP Update would be due January 2005. He
further reported that he, Mr. Barnett and Mr. Leiker attended a three -day
MTP workshop in Austin.
f. Discuss creating a project selection process for the MTP update
Mr. Barton passed out examples of methods to create a selection and
scoring process to be used to prioritize projects in the MTP Update.
g. Statewide Preservation Plan
Mr. Barton commented that the plan is still out for public comment.
h. Other
Loop 11 — Mr. Seese reported that TxDOT had completed identifying the
parcels and has provided field notes. City staffs will begin
pursuing ROW acquisition.
Access Management Rules — Mr. Seese passed out an announcement
regarding the location of public hearing within the State. He
reminded the Committee that the MPO had passed a
Resolution asking that TxDOT consider such rules.
