I. Welcome & Introduction.
Mr. Leiker, the interim MPO Director and TAC Chairperson, began the meeting at 9:03
a. m.
II. Discussion, Review and Revision of the Draft MTP Project List for Subsequent
Review and Approval by TPC at the December 3, 2004 Special Called TPC Meeting
Ms. Askins outlined the project list and how it was constructed stating that most of the
projects were located within the statewide CSJ's. She discussed the MPO Identification
Legend and the importance of having all potential projects located somewhere in the
Metropolitan Transportation Plan (MTP) document. If a project is not located in the MTP
then it cannot be brought forward into the Transportation Improvement Plan (TIP) when

funding becomes available. Ms. Askins explained the new identifier schema for the
project lists. She discussed the project lists that MPO staff had used from other MPO's
around the state as samples for creating the new project list. She explained that by
putting the majority of projects into Appendix A and linking them back to the statewide
CSJ's it eliminated the need for amending the MTP and TIP every time a change took
place. Projects that did not fit into one of the CSJ categories would then be located
either in Category 3 — Urban Area (non -TMA) Corridor Projects, Category 11 — District
Discretionary Projects or one of the remaining appendices. The appendices were
created primarily for public information purposes.
Mr. Barnett stated Mr. Kroeker, Ms. Askins and he would pursue acquiring projects for
appendices E, F, and G, Lakeside City, Pleasant Valley and Wichita County,
respectively. Ms. Gagne suggested including the Clyde Morgan road, the next north -
south road west of Sisk Road. It would become a major collector in the system.
Mr. Hogan stated everything in Appendix C was located in the Public Works Capital
Improvement Plan and that Appendix D was located farther out into the future. Mr. Clark
stated some of the projects on "D" may be questionable. He stated that the
Thoroughfare Plan would be presented at a special Planning and Zoning Commission
meeting on November 30th for a public hearing with hopes for adoption. He stated once
the plan is adopted then it should help to answer some questions.
Mr. Kelley inquired about plans for Windthorst Road and its development, specifically
the bridge going across US 287. Mr. Kelley asked that Windthorst Road — widening and
bridge construction — be added to the list under Unmet Needs.
Mr. Leiker inquired about the direct connect Kell Interchange project and why it was
listed two times: once in Category 3 and then again in Category 11 using different CSJ
numbers. Ms. Askins explained the project was listed twice because the former TP &D
Director had arranged for $17 million to be allocated towards the Kell Interchange.
Later, the local TxDOT District agreed to allocate $5 million in District Discretionary
funding for the project, which raised the cost to $22 million. Mr. Brown recently
determined the actual cost will increase by another $4 million up to $26 million.
Mr. Barnett stated he would incorporate all of the comments, changes and additions and
forward them to TAC for final approval before presenting them to TPC on December 3rd.
