Chairman Jackie Lebow, Jr. called the meeting to order at 9:14 a.m.
The purpose of this board meeting was to elect a Vice - Chairman and discuss a
proposal to adopt the 2000 International Plumbing, Mechanical, Fuel Gas and
Fire Codes. The purpose also included amending sections of the 2000
International Building Code and 2000 International Residential Code to better
achieve standardization between the codes that are adopted.
Mr. Ferguson nominated Mr. Lane to be the Vice - Chairman. Mr. Pink seconded
the nomination. All were in favor.
Mr. Teague started the discussion by going over changes that needed to be
made to Section 112 Board of Appeals, in the 2000 International Building Code
that had previously been adopted in November 2002. The change would add
one paragraph "Application for Appeal" which gives a person the right to appeal
to the Construction Board of Adjustment and Appeals. With the addition of this
paragraph, this section would then become the primary section that all other
codes would refer too. Mr. Lane made the motion to accept this with the
approved changes. Mr. Ferguson seconded the motion. All were in favor.
Mr. Teague went over the changes to the 2000 International Residential Code,
which had been adopted in July 2002. The Board of Appeals section should be
amended to reference section 112 of the 2000 International Building Code as
amended. Mr. Teague also stated that section R327, Flood Resistant
Construction, should be amended deleted since other provisions in our Code of
Ordinances covered flood areas and construction within those areas. Mr. Lebow
noted that we might leave section R327 in, delete everything in that section and
add language to reference the section in the Code of Ordinances where flood
regulations are addressed. The motion was made by Mr. Dennis to accept this
with changes. Mr. Oatman seconded the motion. All were in favor.
Mr. Teague then went over the changes to the 2000 International Plumbing
Code. The Board of Appeals section was also amended to reference Section
112 of the 2000 International Building Code as amended. The motion was made
by Mr. Lane to accept the 2000 International Plumbing Code with the changes
and was seconded by Mr. Barnes. All were in favor.
The 2000 International Fuel and Gas Code were next to being reviewed. The
Board of Appeals section was also amended to reference Section 112 of the
2000 International Building Code as amended. Mr. Ferguson suggested that
section 306.3 should have permanent ladder access added. Mr. Pink made the
motion to accept the ordinance with changes and Mr. Lane seconded it. All were
in favor of the motion.
Mr. Teague initiated discussions for the changes to the 2000 International
Mechanical Code. Mr. Lane stated that section 106.1 should have the word
"ductwork" struck out. The motion was made by Mr. Ferguson to accept the
Mechanical Code with changes. Mr. Oatman seconded it. All were in favor.
Mr. Teague went over the 2000 International Fire Code changes. Motion was
made by Mr. Dennis to accept the code as amended and was seconded by Mr.
Pink. All were in favor.
Mr. Teague discussed changes to Section 101 of the 2000 International Building
Code which deletes the references to the SBCCI Plumbing, Mechanical, Gas and
Fire Codes and adds references to the International Codes previously discussed
in this meeting. Mr. Ferguson made the motion to accept this with changes and
Mr. Ringman seconded the motion. All were in favor.
Next on the agenda was to discuss the suggested increase in permit fees. Mr.
Teague stated that it has been 18 years since the City of Wichita Falls has had a
basic fee increase. He handed out a survey of similar size cities and the price of
their permits, which indicated that Wichita Falls' fees for permits were very low.
Mr. Clark noted that the larger purpose is to cover the operational costs of the
Inspection Division. Current fees cover only about 60 %. Mr. Dennis stated that
he would like to study the operating cost of the Inspection Department vs. the
Revenue taken in by the department, which was provided with the survey. Mr.
Clark mentioned that a meeting with the North Texas Home Builders Association

had already been scheduled to go over the purposed fee increases with the
Builders.
In other business Mr. Dennis stated that he would like to have a review of the
General Liability Insurance requirements. He suggested that if fees were going
to be increased, then Insurance requirements should be lessoned to offset the
cost difference of permit fees.
Mr. Ringman made the motion that the meeting be adjourned, and was seconded
by Mr. Pink.
The meeting was adjourned at 10:22 a.m.
