Construction Board of Adjustment Minutes - 10/21/2002Minutes CITY CLERK'S OFFICE Date By Time Construction Board of Adjustment and Appeals October 21, 2002 Board Members Present: Bill Rowland (Vice Chairman) Garland Martin Phil Ringman Syd Litteken Gary Oatman Garland Martin Louis Lane Board Members Absent: Randal Poteet (Chairman) Brian Walser John Ferguson Jackie Lebow Mr. Clark called the October 21, meeting to order at 3:05 PM City Personnel & Visitors: Dave Clark (Director) Bobby Teague (Building and Code Administrator) Jerry Gamble (Chief Plumbing & Mechanical Inspector) Chuck Dennis (Home Builder) David Rhone (Home Builder) Charles Barr (Home Builder) Kevin Darnell (Committee Member) James Foster (Home Builder) Rich Thames (Home Builder) Bobby Rowland (Home Builder) R.J. Wachsman (Home Builder) Glenda Ramsey (Committee Member) Bob Seabury (Home Builder) Mr. Clark Introduced Bobby Teague as the new Building and Code Administrator. The meeting opened with discussion pertaining to the testing requirement for Building Contractor Licenses. Mr. Clark suggested that the Board take a straw vote to see who would be in favor of dropping the requirement. Discussion was made regarding the relevance of testing for both residential and commercial licenses. A motion was made by Mr. Martin to drop the testing requirement for residential licenses. Mr. Oatman seconded the motion. Board voted unanimously to drop the requirement for residential testing. Mr. Bill Rowland made a motion to drop the testing requirement for commercial licenses. Ms. Ramsey suggested that we re- evaluate the testing for commercial and not make any harsh moves. Other discussion clearly indicated further discussion was needed. A motion was made to table the commercial testing at this time by Mr. Martin. Seconded by Mr. Ringman. All were in favor. Mr. Clark initiated discussion on the adoption of the International Building Code -ICC 2000 with amendments previously discussed by the Board. Ms. Ramsey showed support of the ICC 2000 by presenting a letter from the local chapter of American Institute of Architects requesting the adoption of the new International Code. Discussion was made. Mr. Lane made the motion to adopt the International Building Code -ICC 2000 with the amendments proposed including dropping residential testing. Mr. Martin seconded motion. Motion passed unanimously.
