Chairman Monaghan called the meeting to order at 9:00 a.m.
2. Approval of Minutes (March 20, 2006)
Commissioner Dover moved, seconded by Chairman Monaghan, that the minutes of the
meeting of March 20, 2006, be approved. The motion carried.
3. Consider Police Applicant Request for Another Examination, Pursuant
to Section 143.022(c) of the TEXAS LOCAL GOVERNMENT CODE.
Ms. Vasquez noted that the Notice of Meeting complied with the Open Meetings laws,
although it was written to keep the personal nature of this request as confidential as possible.
Police Applicant Michael Challis is appearing before the Commission to challenge the results of
the psychological examination given to him (as one of the qualifying steps to become a police
officer).

Pursuant to Section 143.022 of the Civil Service Rules, Mr. Challis has to challenge the
result of the examination, and request the Civil Service Commission to appoint three
psychiatrists, psychologists, or physicians (or a combination) to administer another examination.
The Civil Service Commission and Mr. Challis should decide today upon those professionals to
be chosen. She also noted it is best to have a list greater than three in number to ensure that there
will be a sufficient number available to accommodate Mr. Challis' request for an examination.
4. Appoint A Board of Three Physicians, Psychiatrists, or Psychologists,
as Appropriate, Pursuant to Section 143.022 of the TExAS LOCAL GOVERNMENT
CODE.
Ms. Vasquez provided information on various medical providers she obtained from the
phone book and the AMA website. After discussion, the Commission appointed (as agreed to by
Michael Challis) the following medical providers as qualified to conduct Mr. Challis'
examination:

(Mr. Challis will furnish contact information to the Civil Service Director)

Ashokkumar N. Vachhani

Hector R. Decena
The Civil Service Director shall coordinate the appointments, per Chairman Monaghan.
