Minutes of the March 11, 2004 Meeting of
Animal Shelter Advisory Committee
The Members of the Animal Shelter advisory Committee met on March 11,
2004 at the Wichita Falls Animal Reclaim Center (ARC). The purpose of the
meeting was to tour the facility and observe the daily operation of the ARC
in order for the committee members to make informed decisions. The
following Committee members were present: James Spears, Roy Ressel,
Debbie Mills, and Eamon Riley.
Before the tour started James Spears requested we obtain a copy of Chapter
823 Texas Health and Safety Code which pertains to Animal Shelters. Roy
Ressel provided the members present with a copy of the code. We were also
provided with a copy of the ARC's Rabies Quarantine Standard Operating
Procedures Manual.
Our tour of the facility lasted approximately 45 minutes. The members
present were impressed with the organization and cleanliness of the facility.
The animals present at the ARC were being well cared for.
The members present discussed the need for the ARC to formulate a set of
Standard Operating Procedures. We discussed the idea of an ARC SOP so
that we can insure that the ARC is in compliance with city and state law.
At the end of our meeting we agreed to meet again on March 24, 2004 at the
Public Health building to discuss our tour of the ARC and to discuss any
recommendations the ASAC might have for the city council.
