Thursday, March 11, 2004. COMMITTEE MEMBERS PRESENT: James W. Spears, DVM, Roy Ressel, R.S., Environ- mental Health Coordinator, Debbie Mills -ARC Representative, and Eamon Riley. COMMITTEE MEMBERS ABSENT: Katie Lovelace. HEALTH DISTRICT REPRESENTATIVES: Roy Ressel, R.S., Environmental Health Coordinator. WICHITA FALLS CITY COUNCIL: Mike Norrie, Councilor. MINUTES: I. Call to order: Welcome. The members of the Animal Shelter Advisory Committee met on March 11, 2004, at the Wichita Fall's Animal Reclaim Center (ARC). The purpose of this meeting was to observe the facilities and daily operations of the Wichita Fall's Animal Reclaim Center in order that the committee can carry out the duties described in Section #14 -324 of the Wichita Fall's Code of Ordinances. ll. Approval of Minutes: Due to this site visit of the Animal Reclaim Center, minutes were not approved. III. Reports: Chapter #823 -Texas Health & Safety Code and the Animal Reclaim Center's Rabies Quarantine Standard Operating Procedures Manual, and Section #14- 324 - Wichita Fall's Code of Ordinances were received and reviewed. IV. Old Business: Dr. Spears had requested we obtain a copy of Chapter #823 -Texas Health & Safety Code which pertains to Animal Shelters. Mr. Ressel, R.S., provided members with a copy of this code. Ms. Mills provided members with a copy of the Animal Reclaim Center's Rabies Quarantine Standard Operating Procedures Manual. V. New Business: The tour of the Animal Reclaim Center lasted 45 minutes. Members were impressed with the organization and cleanliness of the facility. The animals at the Animal Reclaim Center appeared to be well cared for. VII Members discussed the need for the Animal Reclaim Center to formulate a set of Standard Operating Procedures to insure that the ARC stays in compliance with city and state laws.
