mental Health Coordinator, Debbie Mills -ARC Representative, Eamon Riley,
and Katie Lovelace.

MINUTES:
Call to order: Welcome. Dr. Spears called the meeting to order. Members
discussed the goals and expectation of the Advisory Board Meetings for the Animal
Reclaim Center.
II. Approval of Minutes: Minutes from the March 11, 2004 Meeting were reviewed,
approved and seconded.
III. Reports: The Application Process for Approval of Euthanasia Training Courses and
the Requirements for Euthanasia Training Course Instructors, provided by the Texas
Department of Health, Zoonosis Control Division, 1100 West 49th Street, Austin,
Texas, 78756, were received and reviewed.
IV. Old Business: The condition of the Animal Reclaim Center was discussed and based
on the findings from the previous meeting on March 11, 2004, that took place on
location. Committee findings were: 1) Cages were in acceptable condition; 2)
Animals appeared happy; 3) No standard set of operating procedures on the
premises; and 4) There is a need to expand the injured animal area.
Board members agreed on establishing a functional set of procedures regarding the
daily operations of the facility.
V. New Business: Several members expressed concern about the practice of
euthanasia for animals brought to the ARC. The TDH's Application Process for
Approval of Euthanasia Training Courses and the Requirements for Euthanasia
Training Course Instructors were distributed by Mr. Ressel, R.S.
Mr. Ressel, R.S., spoke about the concern of standing water in the water bowls, in
the cages.
Members discussed the contract with the City on accepting animals that had been
picked up as strays. They also discussed the fees that are charged to owners of
reclaimed animals. It was suggested that the City review and raise the fees
accordingly.
Standard Operating Procedures were discussed at length and Ms. Mills said that a
set of procedures have been drafted to ensure that the ARC stays in compliance with
city and state laws.
VI. Next Meeting Date is April 29, 2004.
Adjournment: It was moved and seconded that the meeting be adjourned. The
