Thursday, April 29, 2004. COMMITTEE MEMBERS PRESENT: James W. Spears, DVM, Roy Ressel, R.S., Environ- mental Health Coordinator, and Debbie Mills -ARC Representative. COMMITTEE MEMBERS ABSENT: Katie Lovelace and Eamon Riley. HEALTH DISTRICT REPRESENTATIVES: Roy Ressel, R.S., Environmental Health Coordinator. WICHITA FALLS CITY COUNCIL: Mike Norrie, Councilor. MINUTES: Call to order: Welcome. Dr. James Spears presided. I I. Approval of Minutes: The minutes from the ASAC Meeting on March 11, 2004, were reviewed. Mr. Ressel, R.S., made the motion to accept, Mr. Mills seconded; motion passed. Minutes from the March 25, 2004, Meeting were reviewed. Dr. Spears questioned a statement in these minutes that advisory committee members expressed concern regarding the practice of euthanasia. Ms. Mills felt that the statement was a misunderstanding; discussion followed. Mr. Ressel, R.S., made the motion to accept these minutes; Ms. Mills seconded; motion passed. Reports: standard Operating Procedures for the Animal Reclaim Center received. IV. Old Business: Members discussed the new Standard Operating Procedures prepared and assembled by Ms. Mills. Dr. Spears asked for confirmation on the purpose of these procedures. Ms. Mills reinforced that according to Chapter #823 that proper health procedures are in place regarding all species, sex, and size of animals. Ms. Mills stated that she would be glad to add anything to the SOP regarding reptiles, goats, horses, birds or other wildlife. Ms. Mills stated that this SOP Manual would always stay in the ARC Office, and that she has records back to 1992. Mr. Ressel, R.S., stated that the records retention period for most documentation is three years. Dr. Spears asked about procedures of euthanasia used on skunks and raccoons. Ms. Mills and Mr. Ressel, R.S., described the pole method, which utilizes a pole, blanket & a syringe. Mr. Ressel, R.S., stated that the numbers of skunks and raccoons would continue to rise until September, and that the present total of 31 ( r bites cases is low compared to previous years. Members discussed euthanasia for wild birds. Ms. Mill's stated the ARC's procedures to make referrals to Mary & Marty Kemp regarding federally protected birds. Dr. Spews reiterated that proper procedures have to be followed with a licensed bird rehabilitator before euthanasia can begin. V. New Business: Members discussed the large number of animals that come to the ARC, and currently, the adoption rate of 8% is low. Mr. Ressel, R.S., stated in the 1970's, this rate was the highest at 12 -13 %. Ms. Mills stated that Sandra is doing a good job with reclaims, and she is able to do free advertising in the TRN for located pets. Members discussed the upcoming improvements of painting and resealing the concrete floors. Ms. Mills stated that she would obtain contractor's advice on selecting a concrete sealant. She also mentioned that Mrs. Jan Buck, TDH, would be back for another site inspection soon. Mr. Ressel, R.S., asked if Roy Cornelison, TDH, made a visit on 4/20/04, while he was in Wichita Falls? Ms. Mills did not think that she had seen him at the Reclaim Center. VI. Next Meeting Date: Members decided to meet again in three months on July 29, 2004, at 12 noon, in the Parker Conference Room. On July 6, 2004, this meeting was rescheduled to August 19, 2004, with written notification to all members. VII. Adjournment: Dr. Spears volunteered to take any documents for signature to Ms. Lovelace. Mr. Ressel, R.S., said that if Dr. Spears would telephone the Animal Control Department, they could pick -up these documents for him. It was moved and seconded that the meeting be adjourned.
