Local Rabies Control Authority, and Debbie Mills - Animal Shelter Operator.

MINUTES:
I. Call to order: Welcome. Dr. James Spears presided.
II. Approval of Minutes: The minutes from the ASAC Meeting on August 19, 2004, were
distributed and reviewed. Mr. Ressel, R.S., made the motion to accept. Ms. Mills
second the motion; motion carried.
III. Old Business: Expired Term of "Animal Shelter Operator ". Ms. Mill's current term
expired December 31, 2004. She has applied for reappointment with the City
Council, and is awaiting approval.
IV. Citizen -At -Large Resignation: Reappointment of this vacancy is waiting approval
from the City Council. Pamela Allen has been nominated.
V. Inspection of Animal Reclaim Center: Members viewed the Animal Reclaim Center
including the bay areas, quarantine kennels, the euthanasia room, the regular
holding kennels and outside corral area. Members found the facilities in very good
order and sanitation, with no odor or rats. Improvements were found. Ms. Mills is
currently researching to purchase an improved floor sealant for the 2nd quarantine

VI. Employ Veterinarian to Inspect the Animal Reclaim Center: Ms. Mills asked Dr.
1 James Spears, DVM, if Dr. Lisa Spears, DVM, from Callfield Companion Animal
Clinic could perform their annual facility inspection? Dr. Spears will ask for an
appointment time to be set -up and will notify Ms. Mills.
VII. Euthanasia Training Update: Ms. Mills reported that herself, Sandra Adams and
Lindy Doverstike attended and passed the recent National Humane Society
Euthanasia Training Certification in Grand Prairie.
VIII. New Business: Mr. Ressel, R.S., distributed the new Texas Department of State
Health Services Notice of Request for Proposals for Zoonosis Control Group's
Animal Friendly Grants for the Spay /Neuter Project. He urged Ms. Mills to apply via
submitting a Letter of Intent by 2 p.m. on January 24, 2005, for a grant for the
sterilization of dogs and cats owned by the public, at no or a minimal cost, by
availability of fiscal year 2006 state funds. If needed, Mr. Ressel, R.S., offered
assistance from the Environmental Health Division for this grant application.
Discussion followed on the availability of any part-time veterinarians who would be
willing to provide these spay /neuter services if the grant was received.
Members discussed the lack of interest and attendance at ASAC Meetings of
the Animal Welfare Organization Representative, Mr. Riley. Ms. Mills recommended
to the council to replace this committee member. Mr. Ressel, R.S., second the
motion; motion carried. Mr. Ressel, R.S., will notify City Clerk, Lydia Torres - Ozuna,
TRMC /CMC of this request.
IX. Next Meeting Date: Dr. Spears asked about scheduling the next meeting. Members
decided to meet again on Thursday, June 9, 2005, at 12:15 p.m. in the Parker
Conference Room at the Wichita Falls- Wichita County Public Health District. Mr.
Ressel, R.S., will be mailing members the next agenda.
X. Adjournment: Mr. Ressel, R.S., made the motion that the meeting be adjourned; Ms.
Mills second the motion; motion carried. The meeting was adjourned at 12:45 p.m.
