Spears, DVM & Chairman; Debbie Mills, Animal Shelter Operator; and Susan Morris, R.S., Zoonosis Coordinator & Local Rabies Control Authority. COMMITTEE MEMBERS ABSENT: Penny Miller, Citizen -At- Large, and Animal Welfare Organizational Representative Vacancy. HEALTH DISTRICT REPRESENTATIVES: Susan Morris, R.S., Zoonosis Coordinator & Local Rabies Control Authority, and Diane Syrus (recording secretary), both from the Environmental Health Division. WICHITA FALLS -CITY COUNCIL: Linda Ammons, Councilor. MINUTES: Call to order: Welcome. Dr. James Spears presided. Introduction of New Citizen -At -Large Representative and new Wichita Fall's City Councilor Liaison: Mrs. Morris, R.S., explained that Ms. Penny Miller, the new Citizen -At -Large Representative had telephoned to be excused because of a previous engagement. Councilor Liaison, Linda Ammons, was not present. III. Approval of Minutes: The minutes from the ASAC Meeting on October 13, 2005, were distributed and reviewed. Mrs. Morris, R.S., made the motion to accept with the explanation that these minutes had been abbreviated; any word for word inflammatory or accusatory statements were deleted because they were not applicable to this meeting. Ms. Mills second the motion; motion carried. IV. Old Business: Ms. Mills stated that the deep floor sealant for the 2nd Quarantine area has been approved and ordered. Members discussed removal methods of the former paint from this area. Dr. Spears stated the cautionary procedures for the animals to be utilized before the paint remover is applied. r V. Inspection of the Animal Reclaim Center: Members toured the different areas, observing that the facility was at full capacity. Members agreed on the overall good condition of the facility. Dr. Spears stated that he was pleased with this inspection of the Animal Reclaim Center. He commented on the excess amount of water being kept in the animal's water buckets, in the quarantine pens, that could be a breeding - ground for bacteria, and an excessive amount of flies were noticed. Members discussed the quarantine charges and procedures at the ARC, and how to get rid of the flies. Members discussed how the rodent control boxes had taken care of this problem and no evidence of rodents were noticed today. VI. New Business: Dr. Spears reminded members that his term will expire on December 31, 2005. Discussion followed and verification will follow on the expiration of Ms. Mills' term. Dr. Spears nominated Mrs. Morris, R.S., as the next ASAC Chairman. Ms. Mills second the nomination; motion carried. Mrs. Morris, R.S., will serve as the Chairman, starting at the next meeting. Mrs. Morris, R.S., will notify the City Clerk that there will be a veterinarian vacancy on the board, and she will also start recruiting for a replacement. Mrs. Morris, R.S., thanked Dr. Spears for being Chairman for the past term. VII. Next Meeting Date: Dr. Spears asked about scheduling the next meeting. Members decided to meet again on the second Thursday in February of 2006, which will be February 9th, at 12:15 p.m., in the Parker Conference Room at the Wichita Falls - Wichita County Public Health District. VIII. Adjournment: Mrs. Morris, R.S., made the motion that the meeting be adjourned; Ms. Mills second the motion; motion carried.
