Joe Tom White, Chairman, called the meeting of the Wichita Falls Arts Commission to
order at 11:30 a.m. at the Heritage Society Meeting Room in the Kemp Kell Depot
Building. John Christoff moved that the reading of the minutes of the last meeting,
October 3, 2002, be dispensed with. The motion was seconded by Randolph Duke and
carried by unanimous vote. Joe Tom White announced that there were no new board
members to be appointed and that all existing members with expiring two —year terms
were eligible and had been reappointed by the City Councilors to serve an additional two -
year term.
A report from the nominating committee, composed of Randolph Duke and Jim
Pettyjohn, was presented by Randolph Duke who moved to nominate the following
officers for the Wichita Falls Arts Commission to serve for fiscal year 2003/2004:

Jeanette Bradley, Vice Chairman
Jean Hall, Secretary
A motion to nominate these officers was made by John Christoff and seconded by Bill
Niles. The motion carried by unanimous vote.
A discussion followed concerning grant applications for funding from the FY 2003/2004
Budget. The following applications have been received from local 501 -C3 organizations
on or before the May 1' deadline and were approved for consideration for funding after a
hearing on July 28, 2003 by a City Council Subcommittee on Outside Agency Funding
and by the City Council for the 2003/04 FY Budget on September 2, 2003:

Presentations were made by representatives of non - profit organizations requesting
funding from the 2003 -2004 FY budget. These organizations were Wichita Falls Ballet
Theatre, Inc., Wichita Falls Symphony Orchestra, Inc. Wichita County Heritage Society,
Inc., Midwestern State University Department of Art, Kemp Center for the Arts, Wichita
Falls Backdoor Players, Inc., Midwestern State University Choral Department, Wichita
Falls Community Messiah, Inc., Wichita Falls Railroad Museum, Inc., Wichita Falls Art
— Entertainment & Culture, Inc., and Wichita Falls Youth Symphony Orchestra, Inc.
Following the presentations, there was no discussion to consider not recommending
funding for any of the applications.
Balloting followed with 15 present Commission members filling out individual ballots.
These ballots were then averaged by applicant to produce the following recommendation
to the City Council for funding from the FY 2003 -2004 Budget:
