Joe Tom White, Immediate Past Chairman, called the meeting of the Wichita Falls Arts
Commission to order at 11:30 a.m. at the Heritage Society Meeting Room in the Kemp
Kell Depot Building. He first asked permission to pay special recognition Randy Duke
who passed away recently. Mr. Duke had proudly served the Wichita Falls Arts
Commission and will be missed.
A report from the nominating committee, composed of Heather Tedford and Lynn
Marshall, was presented by Heather Tedford who moved to nominate the following
officers for the Wichita Falls Arts Commission to serve for fiscal year 2004/2005:
John Christoff, Chairman
Elizabeth Edwards, Vice Chairman
Jeanette Bradley, Secretary
A motion to nominate these officers was made by Lynn Marshall and seconded by Larry
Sharp. The motion carried by unanimous vote.
John Christoff called for a reading of the minutes of the last Meeting, October 9, 2003.
He then moved that the reading of the minutes be dispensed with and the motion was
seconded by Elizabeth Edwards. The motion carried by unanimous vote.
New members and guests at the meeting were recognized by Chairman Christoff who
next called on Lydia Torres - Ozuna, City Clerk for the City of Wichita Falls who
administered the Oath of Office to all new Members of the Wichita Falls Arts
Commission.
Facts were presented concerning two special "outside requests ". The first was an
"ArtrainUSA" project to be sponsored by the Kemp Center for the Arts and the second
for a Heritage Tourism/Historic Homes tour sponsored by the Wichita County Heritage
Society. The City Council as advised by the Outside Agency Sub Committee has
expressed its wish that the Kemp Center be funded $10,000.00 and that the Heritage
Society be funded $2,500.00. These funds are included in the Fiscal Year 2004/2005
Budget. A motion to approve these fundings was made by John Hirschi and seconded by
Heather Tedford. The motion carried by unanimous vote.
A discussion followed concerning grant applications for funding from the FY 2004/2005
Budget. The following applications have been received from local 501 -C3 organizations
on or before the May 1 S` deadline and were approved for consideration for funding after a
hearing on July 23, 2004 by a City Council Subcommittee on Outside Agency Funding
and by the City Council for the 2004/05 FY Budget on September 21, 2004:

Presentations were made by representatives of non - profit organizations requesting
funding from the 2004 -2005 FY budget. These organizations were Wichita Falls Ballet
Theatre, Inc., Wichita Falls Symphony Orchestra, Inc. Wichita County Heritage Society,
Inc., Midwestern State University Department of Art, Kemp Center for the Arts, Wichita
Falls Backdoor Players, Inc., Midwestern State University Choral Department, Wichita
Falls Community Messiah, Inc., Wichita Falls Railroad Museum, Inc., Wichita Falls Art
— Entertainment & Culture, Inc., Wichita Falls Youth Symphony Orchestra, Inc. and
Museum of North Texas History. Following the presentations, there was no discussion to
consider not recommending funding for any of the applications.
Balloting followed with 16 present Commission members filling out individual ballots.
These ballots were then averaged by applicant to produce the following recommendation
to the City Council for funding from the FY 2003 -2004 Budget:
