Park Board Minutes - 12/07/2006• C] • -01 4 Wichita Falls Park Board Meeting December 7, 2006 WF Recreation Center 60011th Street, Second Floor, Room 209 1:30 p.m. Presiding: RECEIVED IN CITY CLERK'S OFFICE Date By Time Elmer Emory/Chairperson Members Present: Elmer Emory, Brad Rodgers, Mary Ward, Dennis Kays, Peg Marquardt, Sharon Roach, Alan Donaldson and Penny Miller Members Absent: Gene Strouth, Jan Herzog and William Hinkle. Staff Present: Jack Murphy, Kathy Whetstone, Scott McGee and Genice Wilson City Council Representative: Lanham Lyne /Mayor (Absent) City Council Present: Councilors Jim Ginnings, Linda Ammons, Dorothy Roberts- Burns, Rick Hatcher, Ray Gonzalez and Charles Elmore. City Officials: Derron Leiker /City Manager Bill Sullivan /City Attorney Lydia Ozuna/City Clerk CALL TO ORDER: Elmer Emory called the meeting to order. Each Park Board member introduced their self to the City Council. NEW BUSINESS: Review and update the priorities in the Parks, Recreation and Open Space Plan and the Five Year CIP Plan. 1. The number one priority of the Park Board was the Gymnasium. Scott McGee and Kathy Whetstone put on a presentation showing what a Recreation Center consists of and why the City of Wichita Falls is in need of one. A discussion followed. 2. The number two priority was the Lake Wichita Shoreline Improvement. Once the Lake Wichita Shoreline is surveyed to verify the exact boundaries of private and City properties, the City could then improve the shoreline with facilities including pavilions, outdoor theater, restaurant, nature walks, etc. 3. The number three priority was the McGrath Creek Walkway. This walkway will proceed from the MSU Sikes Lake trail through Wood Memorial Park. 4. The number four priority was the Park Land Acquisition. By acquiring land for parks the City would preserve future open space for the City and maintain a higher quality of life. 5. The number five priority was the Hike and Bike Trail. The grant application for the two mile section along Holliday Creek trail was turned down by TXDOT last month. This is the trail along the Holliday Creek Trail connecting the two six mile trails from Lucy Park and Lake Wichita. 6. The number 6 priority was the Biological Exhibits. This consists of a fenced site of plant and animal exhibits. SUMMARY: New businesses and jobs will bring people to the City of Wichita Falls, but Quality of Life will keep them here.
