Wichita Falls Park Board Meeting
April 27, 2006
Municipal Auditorium
City Council Conference Room

Presiding: Elmer Emory /Chairperson,
Members Present: Elmer Emory, Peg Marquardt, Brad Rodgers, Mary
Ward, Eric Bogaards, Penny Miller, William Hinkle and
Alan Donaldson.
Members Absent: Walter Tyndale, Gene Strouth and Dennis Kays.
Staff Present: Jack Murphy and Genice Wilson
City Council Representative: Lanham Lyne
CALL TO ORDER:
Meeting was called to order at 1:35pm. The minutes of March 23, 2006 were put
before the board. Peg Marquardt made the motion to accept the minutes. Eric
Bogaards seconded the motion. Approved unanimously.
DEPARTMENTAL REPORT:
• Recreation Department's Brown Bag Outdoor Concerts are going well.
Performances held on the grounds of various WFISD elementary schools
using the new Mobile Stage.
• The canoe launch site in Lucy Park has been cleaned.
• The Recreation Department is preparing for Summer Day Camp
registration on Saturday, May 13"'.
• The swimming pool opens for the summer on Saturday, May 27th. We have
put a new roof over the bath house and added some new fresh paint.
• We are planning a Blue Grass Jam on Saturday, October 7th at MPEC RV
grounds.
• The Parks Department is continuing to spread mulch around 25,000 trees
using the new side dump trailer designed by Parks.
• The Street Division of Public Works excavated silt and cattails from the old
boat ramp of the former yacht club leased property.
Grant application to TXDOT for a trail grant will be submitted tomorrow.
• We will soon begin acquisition effort for a 13.29 acre tract of land adjacent
to the Softball Complex necessary for construction of the two fields due to
elimination of TESCO Park this fall for the Maplewood Drive Extension
project
We are continuing to look for a site for a skating facility.
We are planning for a Trail Train Ride this summer in Lucy Park.
• The annual budget process this year will include a five year capital
improvement plan.
OLD BUSINESS:
Discussion of Park, Recreation and Open Space Plan.
NEW BUSINESS:
Elmer Emory heard that the swimming pool in Lucy Park was going to be
closed. Mr. Murphy stated that this is a rumor and that the pool in Lucy Park
will be opened as scheduled.
Alan Donaldson wanted to know the approximate cost to build the softball
fields that will take the place of TESCO fields. The 4B Board will be giving
$500,000. We don't have the figures yet.
William Hinkle wanted to let Jack Murphy know that the water used to irrigate
the medians on Southwest Parkway is running in the street.
Mary Ward wanted to know if we could use the Mobile Stage for a concert in
each of the five districts in town to let everyone know about the New Mobile
Stage.
Peg Marquardt wanted to know where we stand on the acquisition for land
across the street from the State Hospital by Lake Wichita. Jack Murphy said
that he thinks this is still on hold.
1. Presentation and request by the Junior League of Wichita Falls for lease of
a portion of University Kiwanis Park for construction and operation of a
handicapped baseball field adjacent to the existing ball fields licensed for
use to the YMCA.
William Hinkle made the motion to support this request and Mary Ward
seconded the motion. Approved.
OTHER:
Who takes care of putting the numbers on the ball fields at Lake Wichita Park?
Get in touch with the YMCA to take care of this. YMCA contracts those fields.
MPEC will fall under Parks Department by July. Jack Murphy does not know
as of yet if Parks will be responsible for the up keep of the landscaping.
