I. CALL TO ORDER
Chairperson Dowdy called the meeting to order at 3:10pm after a quorum of members was
obtained.
II. DISCUSSION OF TRAINING VIDEO FOR THE TEXAS OPEN MEETINGS ACT
Mr. Dowdy requested Ms. Gagne discuss this agenda item. Staff indicated that each Commission
member would be receiving a letter from the Planning office regarding changes to the Texas
Open Meetings Act. As of January 2006, all elected and appointed officials within Texas are
required to receive training about open government laws. All City appointed Board & Commission
members are required to complete two video training courses and register in order to obtain the
course completion certificate. These training materials can be obtained at no charge from the
Attorney General's website or by calling 1- 800 - 252 -8011. The training courses and registration
must be completed before December 31, 2006.
III. DISCUSSION, PREPARATION and MAILING of the HERITAGE
PRESERVATION VIDEO PREMIERE MATERIALS
Planning staff explained the method utilized to develop the mailing list for the documentary
premiere. Mailing information was obtained from project partner organizations (ie. Wichita Co.
Heritage Society, Wichita County Archives, Wichita Co Historical Commission, and Museum of
North Texas History) along with key individuals who were involved in the development of the
• documentary. Staff tried to remove any obvious duplicates and requested assistance from
Commission members to ensure the final label list was correct. Among the mailing lists, with
duplicates removed, there were approximately 800 potential attendees. Commission members
and staff prepared postcard mailers for distribution as an opportunity to increase awareness of the

documentary premiere scheduled for Tuesday, December 5th at 5:30pm at the Wichita Theatre on
Indiana Street.

IV. OTHER BUSINESS
a) DWFD, Inc. — Downtown Design /Beautification Project — Ms. Graham & Mr. Dowdy
explained the committee met earlier that day to review.
