MINUTES:
1. Call to Order
Kathy Sultemeier called the meeting to order at 12:20 p.m.
II. Approval of Minutes:
Kathy Sultemeier asked for motion for approval of minutes of the December 16, 2005
meeting. Richard Sutton moved the motion and Robin Moreno seconded in the
passing of the motion.
III. Swearing in of Board Member
Bryan Press was sworn in and appointed by Councilor Mike Norrie as a member of the
Board of Health due to the vacancy left by Greg Stockton.
IV. Election of Officers
Nominations were opened for Chair, Vice Chair and Secretary. Richard Sutton M.D.
was nominated for Chair, Bryan Press for Vice Chair and Kathy Sultemeier D.V.M. for
Secretary. Robin Moreno made a motion to elect them as noted above and Lauren

Jansen seconded the motion. The motion passed unanimously. Dr. Sultemeier passed
the gavel to Dr. Sutton who took over as chair of the meeting.
V. Open Government Training — Lou Franklin, Assistant Director of Health
All Board of Health members will be required to have this training, which will be
scheduled later. Handouts were printed and given out
The Texas Open Meeting Act Summary — Public Education Act Request Summary are
available for Board review.
VI. Proposed Ordinances — Fernando Tezaquic, General Environmental Coordinator
Robbie O'Neal, Public Health Inspector II assisted with explanations and questions.
The first presentation was on the proposed Lodging Ordinance, which is not in
existence in Wichita Falls or the State of Texas. This ordinance is being established to
allow better health regulation of lodging establishments. The environmental division
currently inspects all lodging facilities this ordinance would allow them to have the
legal authority to require facilities to meet a minimum standard as set out in the
ordinance.
The second presentation was a proposed update of the existing Tattoo Ordinance.
The tattoo ordinance has become outdated and only regulates the individual artist. The
new ordinance will license the establishment as well as the individual artist. The
ordinance also sets out guidelines for the regulation of permanent cosmetics as well
as Tattoo establishments.
Kathy Sultemeier made the motion to recommend to the City Council that both
ordinances be presented to the City Council for approval. Robin Moreno seconded the
motion. Motion passed unanimously.
VII. Next Meeting Date:
The next meeting will be held on August 25, 2006.
VIII.Adjourn:
It was moved by Robin Moreno and seconded by Bryan Press that the meeting be
adjourned. The motion carried and the meeting was adjourned at 1:30 p.m.
