Chairman Mark Beauchamp called the January Traffic Safety Commission to order
at 1:34 p.m.
Deputy Clyde Williford gave the invocation.
Chairman Mark Beauchamp welcomed new members to the commission. Each
member introduced themselves.
The financial report and minutes for the November meeting were approved as
written.

Accident Statistics
Lt. R.W. Smith presented the accident statistics. The chart of statistics
show a downward trend from 1999 through 2005. Particularly noted were hit and run
accidents and injury accidents. Chairman Beauchamp advised that the city is working on
lighting in different areas of the city.
City Traffic Report
Chairman Mark Beauchamp advised the commission that his department
has several projects in progress. They should be completed with the overhead lights
project on Kell & Callfield by the end of the week. They will be rebuilding the intersection
at Jacksboro and Galveston in the near future. They are also working on the fifteen year
sign replacement project and should have that completed by the end of February.
State Traffic Report
Mr. Tim Hertel advised that the flashing light that had been installed has not
solved the accident problems at Jacksboro and Rathgeber. There has been another
accident there last week. The cause of the accident was driver inattention. Lt. R.W. Smith
advised that driver inattention is the causative factor in most accidents. Citywide there is a
problem of people making "rolling stops." Mr. Hertel reported that the state is also
working on sidewalks and ramps at the entry of Sheppard Air Force Base. That project is
only in the planning stage and will meet ADA requirements upon completion.

Item 05 -11: Citizen Complaint
Chairman Beauchamp welcomed Mr. Skip Wheeler and asked him to
explain to the commission the situation in his neighborhood. Mr. Wheeler explained that
the traffic at and around the school is creating a safety issue for the pedestrians. Dewey St.
is so narrow and there are no sidewalks which create the problem. Chairman Beauchamp
explained that the area in question is on the list for future projects but is a low priority
right now. Chairman Beauchamp was receptive to the possibility of changing the street to
one way traffic during school hours. A traffic study will be completed and a report will be
given at the February meeting on possible changes. Item to remain open.
Item 05 -12: Fall Safety Patrol Party
Trooper Joe Clement will make arrangements with Skate Whirl to
determine the date of the party. Don Vann will notify the campuses for the times for their
schools. Elaine Bourgoin will notify commission members for help at the party. The
commission approved the expenditures for the event. Item to remain open.

Items of Discussion
Mr. Rick Hatcher inquired if there were any changes that could be made on
Washington St. that could improve the traffic flow. Parking and traffic flow around
Fannin School are extremely congested. Mr. Hatcher questioned the possibility of
changing the speed limit in that area or the possibility of changing Washington from one
way traffic during school. Chairman Beauchamp agreed to go out to the area to determine
if there are any changes that could be made to alleviate the problems. Mr. Hatcher also
questioned the speed limits on Scott St. Chairman Beauchamp advised Mr. Hatcher that a
traffic study would have to be performed before any action could be taken.
Mr. David Brock questioned speed limits on Harding and Windthorst Rd.
Due to population changes in the areas, the speed limits need to be looked at again.
Chairman Beauchamp explained the purpose of the traffic study and legal requirements.
He agreed to do a traffic study and bring the information back to the next meeting.
Trooper Joe Clement asked Mr. Tim Hertel if there could be a speed limit
sign posted on the entrance ramp at 13`h & Holliday. The speed jumps from 35 mph on
Holliday to 50mph then 60 mph in a short distance. No one knows the limit on the ramp
itself. Mr. Hertel advised Trooper Clement that he would check to determine if a sign can
be posted there. Trooper Clement also advised the commission that a sign says cross street
traffic does not stop would be helpful on 13`h & Scott. Chairman Beauchamp agreed to
check on the signs in the area.
There being no further business before the commission, the meeting was adjourned
at 2:47 P.M.
