Traffic Safety Commission Minutes - 02/01/2006MINUTES OF THE MEETING FOR CITY CLERK'S OFFICE THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF February 1, 2006 MEMBERS PRESENT: Rick Hatcher Lt. R.W. Smith Mark Beauchamp Tim Hertel Elaine Bourgoin Charlie Byars Tim Turner EX- OFFICIO MEMBERS PRESENT: Charles Cypher Mayor Lanham Lyne MEMBERS ABSENT: Tom Walls - excused Betty Tanner - Shelby - unexcused Ryan Matthews - unexcused Kevin Callahan - unexcused David Brock - excused Don Vann - unexcused Laney Oliver - excused Joe Clement - unexcused Clyde Williford - excused EX- OFFICIO MEMBERS ABSENT VISITORS Brenda Chuleewah — Safe Routes to School/Texas Bicycle Coalition Chairman Mark Beauchamp called the February Traffic Safety Commission to order at 1:35 p.m. Lt. R.W. Smith offered the invocation. Chairman Mark Beauchamp welcomed guest Brenda Chuleewah with the Texas Bicycle Coalition /Safe Routes to School. Mr. Beauchamp also welcomed Chuck Cypher who will be representing Sheppard Air Force Base. The financial report and minutes for the January meeting were approved with the correction of changing Washington St. from one way instead of to one way. The financial report also needed a correction to reflect the charges for the skate party. Page 1 i Accident Statistics Lt. R.W. Smith presented the accident statistics. The statistics indicated a decrease overall. Most of the accidents on public property were due to hit and run accidents. These cases are difficult to solve unless there is an eye witness. The collision report identified basically the same areas as normal. City Traffic Report Chairman Mark Beauchamp advised the commission that his department is currently working with the Texas Department of Transportation on a Federal Elimination Project to correct areas contributing to injuries and accidents. An example is the installation of breakaway light poles in the medians. The project is currently focusing on Jacksboro Hwy. to Central Freeway, Taft St. from Southwest Parkway to Midwestern Parkway, and Kemp St. from Westgate to Midwestern Parkway. The project is trying to eliminate hazards if possible and thus injuries. The grant application has been submitted for funding. State Traffic Report Mr. Tim Hertel advised that his department is checking to see if the speed limits can be changed on some of the major thoroughfares. They are also still working on the interconnect. Unfinished Business Item 05 -11: Citizen Complaint Chairman Beauchamp advised that the traffic study has not been been completed on Reilly Rd. They are also looking at the posted speed limit signs in the area. Item to remain open. Item 05 -12: Fall Safety Patrol Party Mrs. Elaine Bourgoin reported that there were approximately 275 — 300 children attending the annual skate party this year. The weather was perfect for a change which made the traffic control much easier. Mrs. Bourgoin thanked commission members for attending to help with the party. Item closed. New Business Item 06 -01: Traffic Studies Chairman Beauchamp reported that he had done traffic studies on the areas in question. The studies indicate that the following changes can be implemented: Hilltop & Peach yield signs will be changed to stop signs Windthorst Rd. speed limit will change from 35 mph to 45 mph Harding St. speed limit will change from 35 mph to 50 mph East Scott speed limit from Rosewood to the Railroad Bridge will change to 45 mph Washington St. will be reviewed to determine directional travel and parking limitations. Page 2 .N Item 06 -02: Committee Appointments Chairman Beauchamp made the following appointments to the scheduled committees for the year: Education Committee Tim Turner Mark Beauchamp Recognition & Awards Committee Tim Turner Joe Clement Public Relations Committee Lt. R.W. Smith Finance Committee Elaine Bourgoin Nomination Committee to be assigned when required Items of Discussion It was stated that there seems to be some traffic congestion at the campus of West Foundation Elementary School. Mr. Beauchamp advised that the pending project with his department should address all of the concerns. Mrs. Bourgoin suggested that the commission hold a workshop to set goals, identify concerns, and plan projects for this year. Members agreed. Mrs. Bourgoin will make the arrangements and notify each member. Ms. Chuleewah advised the commission that her goal was to promote the safe routes to school and the goals of the Texas Bicycle Coalition. She briefly explained the mission of the coalition and Mr. Turner advised her that perhaps she could be of help on the elementary campuses. They agreed to coordinate their efforts. There being no further business before the commission, the meeting was adjourned at 3:12 P.M.
