Smith Mark Beauchamp Don Vann Elaine Bourgoin David Brock Tim Turner Laney Oliver Clyde Williford Kevin Callahan EX- OFFICIO MEMBERS PRESENT: Charles Cypher Mayor Lanham Lyne VISITORS MEMBERS ABSENT: Tom Walls - excused Joe Clement - unexcused Charlie Byars - excused Ryan Matthews — unexcused Tim Hertel - excused Bettye Tanner - Shelby - unexcused EX- OFFICIO MEMBERS ABSENT Chairman Mark Beauchamp called the May Traffic Safety Commission meeting to order at 1:30 p.m. Lt. R.W. Smith offered the invocation. The financial report and minutes for the March meeting were approved. Page 1 Accident Statistics Lt. R. W. Smith presented the accident statistics. Areas of concern remain fairly constant. Lt. Smith explained that the motor units concentrate their efforts in the areas pinpointed. The officers being present is sometimes a deterrent but they do not have enough manpower to monitor the areas regularly. Lt. Smith pointed out that the department is utilizing the speed limit trailer which is also effective. They try to move it to the locations indicated in the statistical reports. City Traffic Report Chairman Mark Beauchamp advised the commission that his department is working on the markings on city streets. All of the signs have now been changed for the Martin Luther King intersections. They will be looking at the downtown area for ways to create additional parking places for the businesses in the area. State Traffic Report No report due to Mr. Hertel's absence. Committee Reports Mr. Tim Turner reported that the contest between the schools for public service announcements met a roadblock. Due to limited resources, will need to take a different approach during the next school year. Unfinished Business None. New Business Item 06 -03: Street Numbers Chairman Beauchamp reported that a citizen had written a letter asking that all houses be numbered. Commission members agreed that the numbers make it easier for all involved. It is imperative when it comes to emergency situations. After discussion, Lt. R. W. Smith and Chairman Beauchamp agreed to check to see if there is an existing ordinance that addresses the issue. Item to remain open. Item 06 -04: Safety Patrol Party Chairman Beauchamp advised the commission that he would check with Straight Street to verify that the facility could be used for the spring party. Elaine Bourgoin will mail out notices to each member to advise the plans and date of the event. With the last day of school being May 26, time is limited to set up the party and make all of the arrangements. Item to remain open. Page 2 Items of Discussion Mr. Brock questioned if there was any way of restricting vendors from the sides of the street. Mrs. Bourgoin advised the commission that this situation had been investigated in the past and it was found that it is legal for the vendors to sell their goods. The only restriction was on the out of town agencies that come into the area collecting money for organizations that can not be verified. Mr. Rick Hatcher questioned the possibility of placing "Children At Play" signs on some of the residential streets where there are a lot of children. Chairman Beauchamp explained that the signs can actually cause more harm than good. The signs create a false sense of security for the children to play in the streets. Parents should be teaching their children the danger of going into the street at all times. There being no further business before the commission, the meeting was adjourned at 2:20 P.M.
