Chairman Mark Beauchamp called the September Traffic Safety Commission
meeting to order at 1:35 p.m.
Clyde Williford offered the invocation.
Chairman Beauchamp welcomed new member Mr. Charles McMillan representing
District 5 and Councilor Rick Hatcher now serving as council liaison.
The financial report and minutes for the August meeting were approved as written.
Accident Statistics
Capt. R.W. Smith presented the accident statistics indicating once again that driver
inattention and following too closely are still the major contributors to most accidents.
Capt. Smith reported that the month of August was free of fatalities. Fatalities are up for

the year. A month without any additional numbers is welcomed. The area identified with
a large number of the accidents is still in the vicinity of the Flying J Truck Stop. The City
and the Texas Dept. of Transportation are working together to try to alleviate the problems
in that area. Some of the concerns identified are an increase in traffic, turning traffic into
and out of the business, roads that were not designed for the volume of large vehicles and
the space needed to maneuver turns. The city is planning to try to control the flow of
traffic by restripping the area to make it easier for traffic to identity the proper lanes and
direction of travel.
City Traffic Report
Chairman Mark Beauchamp advised the commission that the street markings in the
area of Kemp and Call Field have seemed to help with some of the confusion. Another
project that the city is working on is in the area of Fisher Rd. where street lights are being
replaced and upgraded.
State Traffic Report
None due to Mr. Hertel's absence.

Unfinished Business
Item 06 -05: Audible Pedestrian Signals
Chairman Beauchamp reported that the request for audible signals for the
downtown area is not being pursued at this time. Midwestern State University is
considering installing an audible signal at one location on campus as a trial to determine
the effectiveness of the equipment. The commission feels that until the Uniform Traffic
Control Device manual requires the signals, that the project should not be considered. The
whole purpose of the manual is to standardize all devices throughout the state to avoid
confusion. Should the case arise in the future, the project will be studied at that time. Item
closed.
New Business
Item 06 -06: Street Vendors
Councilor Rick Hatcher reported that his research indicates that the entire
merchant permit system is being streamlined. Under the new policies, everyone must have
a permit. The new rules will add age provisions and have more restrictions. The new
procedures should eliminate the concerns being studied by the commission. Item closed.
Items of Discussion
Chairman Beauchamp advised that a citizen had questioned the placement of the
portable signs in the school zones. The citizen feels that the location of the sign should be
reconsidered. Chairman Beauchamp explained to the commission the logic of the
placement of the sign. The commission agreed that the sign is being used properly.
