Chairman Mark Beauchamp called the February Traffic Safety Commission
meeting to order at 1:30 p.m.
Rick Hatcher offered the invocation.
The financial report and minutes for the January meeting were approved as
written.
Accident Statistics
Lt. Brad Hardin presented the accident statistics. Lt. Hardin reported no fatalities
for the month of January. The ten intersections with the most accidents for the month of
January were reviewed — no handouts.

City Traffic Report
Chairman Mark Beauchamp advised the commission that the signs change out for
mainly the east side of town has been completed. The speed limit changes on Scott are
awaiting approval from Austin. When the approval is received, it then goes to the City
Manager for approval and then the changes can be implemented. Chairman Beauchamp
reported they will be finishing the Jacksboro Highway signal lights within the week.
State Traffic Report
Mr. Tim Hertel advised that the speed limit for Highway 82 approaching the
intersection of FM 368 (north of Holliday, TX) has been reduced to 60 mph. The flyover
project is still ahead of schedule. Tim also advised that the Barnett Road/Johnson Road
signaling funding is now available. The Stone Lake /Southwest Parkway signaling study
was completed and signaling was not recommended.
Unfinished Business
Item 06 -09: Northbound Overhead Traffic Concerns
Mr. Tim Hertel reported that a consultant is looking at the Highway 281 tie -
in for the falls flyover. This information will follow at a later date. Also, a public meeting
was going to be held tomorrow night at 6pm.
New Business
Item 07 -01: Solicitation Ordinance
Mark Beauchamp distributed data he collected from other cities to see how
they are responding to the ordinance and what rules they have in place. Multiple items
were discussed including speed limit concerns for the street involved, reflective vests and
regulations concerning these, and possibly requiring signs advising approaching traffic of
the solicitation. Lt. Brad Hardin made a motion to table this issue. David Brock objected.
Motion carried. Mark will continue to research this issue.
Items of Discussion
Tim Hertel advised that he was contacted by Patsy Walls, Traffic Safety Specialist,
concerning traffic congestion around the Ben Milam Elementary School. It is a residential
area on the south side of Stearns across from the school. Vehicles are not supposed to park
on the south side of Stearns. Information may need to be distributed to parents to advise of
this.
Item to be added as an agenda item for the next commission meeting.
There being no further business before the commission, the meeting was adjourned
at 2:50 P.M.
