Chairman Mark Beauchamp called the April Traffic Safety Commission meeting to
order at 1:30 p.m.
Chairman Beauchamp offered the invocation.
Chairman Beauchamp welcomed visitors Patsy Walls and David Rohmer with the
Texas Dept. of Transportation, Mrs. Kris Howcroft with the city's legal department, and
Mr. John Burrus, Director of Traffic and Transportation for the City of Wichita Falls.
The financial report and minutes for the March meeting were approved as written.

Accident Statistics
None due to Lt. Hardin's absence.
City Traffic Report
Chairman Mark Beauchamp advised the commission that the downtown parking
revitalization project is being kicked off today. Otherwise, it is business as usual.
State Traffic Report
Mr. David Rohmer advised that the Windthorst overpass should be replaced in 2010
provided funding is approved. Traffic control issues on Southwest Parkway are now being
analyzed by the design department. Mr. Rohmer also reported that a 4 way stop is being
installed on Rathgeber Rd. due to additional accidents.
Unfinished Business
Item 06 -09: Northbound Overhead Traffic Concerns
Mr. Rohmer reported that no parking signs are being installed at Love's
Truck Stop and at IHOP. 1700 feet of additional stripping is being completed for the
merge area of 281 & 287. There will be a public meeting at 6:00 p.m. at the TXDOT office
on May 3 to discuss additional options for that area. Item to remain open.
Item 07 -01: Solicitation Ordinance
Chairman Mark Beauchamp introduced Mrs. Kris Howcroft with the city's
legal department. Mrs. Howcroft presented some clarification on the proposed changes to
the ordinance. She explained the zoning issues, soliciting and advertising, and the legal
requirements of the ordinance. Commission members brainstormed possible solutions and
recommendations but could not come to an agreement on the best way to handle the issue.
Chairman Beauchamp suggested that the item be tabled to give him an opportunity to visit
with Mrs. Howcroft to look at ordinance from other cities and to try to come back to the
commission with a recommendation. Item to remain open.
New Business
Item 7 -03: Safety Patrol Evaluations
Mrs. Patsy Walls with the Texas Department of Transportation advised the
commission that she had attended a meeting of the Wichita Falls Citizen's Police Academy
Alumni Association. Mrs. Walls had explained to the association the Safety Patrol
Programs at the elementary campuses and how the schools are rated and reviewed.
Members of the association volunteered to help with the evaluation process and Mrs. Walls
asked the commission for their approval. The commission approved the association
members and commended Mrs. Walls for getting the association interested in the program.
