Comi for Rick Hatcher offered the invocation. Chair,nan Beauchamp welcomed visitor Mr. John Burrus, Director of Traffic and Transportatioii for the City of Wichita Falls. The Faancial report and minutes for the April meeting were approved as written. Page 1 Accident Statistics Sgt. f. clan d Wright advised the commission that April was a very busy month. There were 275 accidents. 56 of those accidents involved injuries. 75 people were actually injured. There were 45 hit and run accidents for the month and 3 fatality accidents. City Traffic 'Ieport Chairman Marl: Beauchamp advised the commission that the annual stripping project will begin next week. State Traffic Report Mr. 7 im I- lertel advised that his department has now installed a 4 way stop at Rathgeber aid Jacksboro. So far, it seems to be working. The department will keep an eye on the area. Unfinished Business Item 05 -09: Northbound Overhead Traffic Concerns Mr. Tim Ifertel reported that there will be a public meeting on May 3, 2007 regarding th-, changes that have been proposed for northbound traffic on 281/287. They will be accepting comments for a period of time before a final decision is made. Chairman Mark Beauc:� amp advised members that he will email the information to the commission for their review. Item to remain open for comments. Item 07 -01: Solicitation Ordinance Chairman Alark Beauchamp advised the commission that he had met with Mrs. Kris ff() wcroft with the city's legal department after the last meeting. Mr. Beauchamp advised the commission that he had put together a list of issues that needed to be addressee: to expedite the discussion and to make sure that all of the items were covered. Mr. Beauchninp advised that each item would stand for a vote and then the next item would be dis.ussed. Commission members agreed to address each item to submit to council for c::anges or additions. 1. Defin: ions: A. Trz.vel way- - Should be described as the portion of any Street or Highway which is :resigned specifically for the movement of motor vehicles. This area does not inclu Je curbs, gutters and sidewalks. B. Medians — should be described as any area separating 2 lanes of travel that are trave ing in opposite directions. C. Curbs - should be described as the area or structure separating the travel way from the :dge of the street or highway on either side of the roadway. Moticii Yes Second_Yes_P Unanimous NP 2. Speed Pestrictions: The c1-mmission voted unanimously that street side solicitation should only be allowed on travel ways and medians of any street with a posted speed limit of 40 mph or less. Time Restrictions: Members voted unanimously that street side solicitation should not be limited to specific times due to factors such as daylight savings time. However, street side solicitation should only be conducted during daylight hours or in well lighted areas. Moticn_Yes Second Yes _P Unanimous NP 4. Age Restrictions: Commission agreed that no one under the age of 16 should be allowed to participate in street side solicitations. Moticn_Yes_Second_Yes_P Unanimous NP 5: Location: MemLars voted unanimously to suggest the wording be changed to read: "Street side solicitation should only be allowed in locations within 300 feet of an intersection controlled by a stop and go signalized intersection "... Moticn_Yes Second_Yes_P Unanimous NP 6: Other Restrictions: Memijers voted unanimously to require ANSI Class 2 vests to be worn during all street side solicitation activities. New Business : Item o7 -04: Parking on Beefeater Dr. Chai..nan Beauchamp explained that Beefeater is an L shaped street. There are "No Parkint. signs" up during school hours. After observation, it was determined that it is a situation iN here teachers and neighbors are actually the ones parking in the zone. Item closed. Item o7 -05: Swim Party for Safety Patrol Commission members approved expenditures for the annual swim party and the pizza party for the winning campus which is Jefferson for this year. Don Vann will take care of the pizza party. Assignments were male for the swim party: Marl: Beauchamp will arrange for the swimming pool. Lela -d Wright will arrange for the hot dogs and the cooker. Don Vann will arrange for the buns, ketchup, and mustard. Patsy Walls will arrange for the drinks and cups. All members are encouraged to attend since we need a lot of help cooking and serving. The date for the party will be Thursday, Play 24th at Lucy Park Swimming Pool. Items of Discussion The Police Chief has asked that we look at the funeral procession ordinance.
