Brad Hardin Mark Beauchamp Charles McMillan Laney Oliver Clyde Williford Tim Turner Elaine Bourgoin Kevin Callahan Charlie Byars Ryan Matthews EX- OFFICIO MEMBERS PRESENT: Mark Schaffer - SAFB MEMBERS ABSENT: Don Vann - unexcused Jesse West - unexcused David Brock - unexcused Joe Clement - excused EX- OFFICIO MEMBERS ABSENT Councilor Rick Hatcher VISITORS A1C Jamie Neppl — Sheppard Air Force Base Chairman Mark Beauchamp called the September meeting of the Wichita Falls Traffic Safety Commission to order at 1:35 p.m. Clyde Williford offered the invocation. Chairman Beauchamp welcomed A1C Jamie Neppl from Sheppard Air Force Base to today's meeting. Commission members introduced themselves. The minutes and financial report for August were approved as written. Page 1 Accident Statistics Lt. Brad Hardin reported that there were a total of 296 accidents for the month. 50 injury accidents with 75 injuries. This year's report shows 9 fatalities for the year a/o September 1, 2007. City Traffic Report Chairman Beauchamp reported that the striping and painting project is still in progress. The Hotter `n Hell 100 went very smoothly this year. The planning and preparations made a definite difference in the success of the ride. State Traffic Report Mr. Tim Hertel reported to the commission that the flyover grand opening should be held in November. The event will be publicized when it is closer to time. Unfinished Business 1. Item 07 -01: Solicitation Ordinance Elaine Bourgoin reported that there is some new language in the legislative changes which could impact the ordinance. Mrs. Bourgoin will get with the legal department to determine if any changes are needed. Item to remain open. 2. Item 07 -05: Safety Patrol Swim Party Chairman Beauchamp had nothing to report at this time. Item to remain open. 3. Item 07 -06: Funeral Processions Lt. Hardin reported that Chief Bachman and City Manager Darren Leiker have come to an agreement regarding the funeral processions. Item closed. New Business 1. Item 07 -07: Maplewood & Midwestern Parkway Chairman Beauchamp reported that a traffic study had been conducted since the last meeting and that the report shows that the traffic turning compared to the amount of traffic going straight is equal. There were only four pedestrian crossings during the study. The city will be conducting another study this month to determine if school traffic will impact the results. Item to remain open. 2. Item 07 -08: Rivercrest at Seymour Rd. Chairman Beauchamp advised that there is now a do not enter sign and arrows painted on the street to direct traffic. If traffic is coming out of the neighborhood, they must use the roundabout. Will conduct traffic study to determine effectiveness. Item to remain open. Page 2 Items of Discussion Ryan Matthews questioned the turn lanes for the new Walmart on Southwest Parkway. Mr. Hertel advised that the work is being done and financed by Walmart. The only way TXDOT is involved is to make sure everything complies with state requirements. The traffic signals are ordered and should be up by the grand opening which is scheduled sometime the first of November. Mr. Tim Turner explained to the commission that the new laws effecting the school buses is causing somewhat of a problem. The child must live at least 2 miles from school before they are allowed to ride the bus. However, some of the buses do not have very many riders and there is plenty of room for other kids. We have first and second graders walking 2 miles to school just because they are not quite far enough. Children that young should not be walking by themselves for that distance. Mr. Turner requested the commission to give thought to what might be done to solve the problem. There being no further business before the Commission, the meeting was adjourned at 2:55 P.M.
