Water Resources Commission Minutes - 07/02/19991. Minutes Water Resources Commission Meeting July 2, 1999 The Water Resources Commission met in regular session on July 2, 1999. The following were present: Fred Stangl Elizabeth Martin Paul Dowlearn Councilman Esther Staff Representative David Lehfeldt The commission discussed the draft Drought Management Plan. The set points for the triggering of each stage in the Drought Management Plan were discussed and it was decided to leave thwm as in the draft proposal. Some concern was expressed by members of the commission about the role of the Parks Department. It was requested that we invite the Parks Department representative to review the Plan and be present at future meetings to discuss it. Under the Stage 1 mandatory program for nonessential uses, it was decided to remove the phrase "watering by Parks Department" from the second to last paragraph. A new paragraph will require the Parks Department to reduce the frequency of their watering to once per week, providing only enough water to support the trees. It was recognized that this will allow the grass to brown out. It was the consensus of the Commission that we need to better educate the public on ways that they can help conserve water. The benefits of using compost in a water wise landscape were discussed and it was felt more effort needs to be made to educate the public in this area. The Commission felt that it would be valuable to use the cable access channel to provide educational features to the public. This could be accomplished by using bulleted slides that would give a quick synopsis of ways citizens could be helpful. The Committee members decided to invite the public to a meeting on July 20, 1999 at 7:00 p.m. in the Council Chamber to discuss the drought Contingency Plan and to request their input.
