Water Resources Commission Minutes - 04/11/2000MINUTES OF WATER RESOURCES COMMISSI APRIL 11, 2000 NAtF1tLr9RK'S OFFICE Date `C1� By _ Time -QS The Water Resources Commission met in special session o . p.m. at the Memorial Auditorium, Council Conference Room. Those in attendance were Water Resource Members Chris Neeb and Charles Bentley, Staff Representative David Lehfeldt, and Public Works Secretary Gloria Dicken. Those not in attendance were Water Resource Members Liz Martin and Fred Stangl, and Council Liaison James Esther. This meeting was conducted by David Lehfeldt. • David Lehfeldt started off the meeting by handing out the "newest" working Ordinance for water restrictions to everyone present. Beginning with Section 1, those in attendance started going through the entire Ordinance. • SECTION 1 - Combined Lake Capacity at 50% - This section contained restrictions concerning days to water, how to water, and exceptions. Also included were the times of day to water and restrictions on waste water. Full - service and self - service commercial car washes were addressed, as well as home car washing. No fundraising car washes allowed. Washing down sidewalks, driveways, or concrete slabs prohibited unless health hazard. No water served to customers (unless requested) at restaurants, bars or clubs. • SECTION 2 — Combined Lake Capacity at 40% - This section addresses the same concerns as SECTION 1, except that even more restrictions would become necessary. Also, this section addresses City and home swimming pools. • SECTION 3 — Waiver of Section 1 -A — This section relates to irrigation of new landscaping until plants are established, not to exceed 30 days. Steps are outlined as to procedure. This waiver will not be available when combined lake levels are at or below 40 %. • SECTION 4 — Lawn Sprinklers and Irrigation Piping Systems — This section sets the requirements necessary to operate these systems. • SECTION 5 — Public and Private Golf Courses — This section contains the do's and don'ts regarding the watering of golf courses • SECTION 6 — Water Conservation Surcharge — This section outlines the amount of water used and the dollar amounts when the lakes are at 50% and at 40 %. A rate study was suggested to be done on a professional level. • SECTION 7 — Authorization of Mayor — This section authorizes the Mayor to declare the water restrictions be put into effect. The Mayor will also be authorized to end the restrictions when an adequate supply of water available returns to the city. • SECTION 8 — Amounts of Fines — This section sets conditions and the amount of fines to the different types of offenses. • SECTION 9 — Public Health and Safety - This section sets the ordinance into immediate effect because of public health and safety reasons. • SECTON 10 — Ordinance Passes — This section determines that the ordinance be put into effect and the meeting was open to the public. WRC Meeting April 11, 2000 Page 2 • David Lehfeldt said that the lakes lose 80 mgd in evaporation. • David Lehfeldt informed everyone about the City's Consumer Confidence Report (CCR) . • David Lehfeldt told everyone that a week in May will be dedicated as "Drinking Water Week" and the WRC members agreed to order handouts for the schools. • Everyone agreed that all of the different entities that would be affected by the Ordinance had been taken into consideration and their concerns were addressed. • The next meeting for WRC will be set at a later time. • Meeting was adjourned at 5:00 p.m. Respectfully Submitted, "6 140 "- Charles Bentley, Chair n
