Water Resources Commission Minutes - 04/19/2001MINUTES OF WATER RESOURCES COMMISSION MEETING April 19, 2001 The Water Resources Commission met on April 19, 2001 at 4:00 p.m. in the Council Conference Room of the Memorial Auditorium. Those in attendance were Water Resource Members Charles Bentley, Charles Barr, and Kerry Maroney. Also present were Council Liaison James Esther, Staff Representative David Lehfeldt, and Public Works Secretary Gloria Dicken. Those absent from the meeting were Members Liz Martin and Chris Neeb. • Charles Bentley called the meeting to order. He introduced and welcomed Mr. Kerry Maroney as the newest member of the Water Resources Commission for Education. He explained to Mr. Maroney about the WRC and what they were expected to accomplish. He also explained that the WRC keeps the City Council informed as to their recommendations about a variety of issues, with the Water Restrictions Ordinance at the top of the list. • The minutes from the April 10, 2001 Meeting were not ready at this time, but would be available at the next meeting. • Mr. Bentley asked David Lehfeldt for an update on activities going on with the water. • Mr. Lehfeldt said that as of today Lake Arrowhead was at 80 %, Lake Kickapoo was at 95% with a combined total of water in the lakes at 84 %. • He told the Commission that the Hydrographic Survey on Lake Kickapoo had been completed, but it would be June 2001 before Lake Arrowhead was completed. • He also told the Commission that the City was in mid - review of Cypress Expansion plans. Mr. Maroney said they were about at 60 %. • Mr. Lehfeldt said that Jasper was going ahead with their plans as scheduled. • The Pilot Project at Lake Kemp was underway. After 45 days there was good data, then they would go into the final design phase. • The ultra filtration unit was going on at the River Road Wastewater Treatment Plant, and they will be getting another pilot program after the one at Lake Kemp. • They were going to order pipe, but there would be no funding until August or September. • The target date to distribute treated effluent water is for mid —to -late 2002. • At this point Mr. Lehfeldt passed out some informational brochures. • Mr. James Esther talked about the importance of educating the public about water conservation. • At this point Mr. Bentley wanted to go over the revised Draft Ordinance with the Commission and talk about the changes to it: • SECTION 1. The St. Augustine issue was completely taken out. There was much discussion about installing new irrigation systems. The members decided to change the wording of this proposal so that it would be clear and fair to everyone. Mr. Lehfeldt would make the new changes to the Draft Ordinance. • SECTION 2. There were a couple of minor changes to this section and everyone was in favor of the changes. The first change was to the percentage of lake levels from 55% to 60% treatment capacity to order a drought watch. The second change was to mail a copy of the new ordinance and the water rationing zone map, with a cover letter to each water account. `' Water Resources Commission Meeting April 19, 2001 Page 2 • SECTIONS 3,4, and 5: There was no change to these sections. • SECTION 6: In the last sentence the word "Mayor" was to be replaced with "City Council ". • SECTIONS 7,8,9 and 10: There was no change to these sections. • The next meeting for the WRC was set for the May 9, 2001 at 4:00 p.m. in the Council Conference Room of the Memorial Auditorium. At this meeting, the City Council would be invited to attend for a round table discussion with the WRC. • At 5:30 p.m. the meeting was adjourned.
