The Water Resources Commission met on February 25, 2004 at 3:30 p.m. in the Council
Conference Room of the Memorial Auditorium. Those in attendance were Water Resource
Members Charles Bentley, Charles Barr, Kerry Maroney, Chris Neeb, and Eddie Holcomb.
Also present were Staff Representative David Lehfeldt, Director of Public Works, Scott Taylor,
and Public Works Secretary, Gloria Dicken. Absent from the meeting was Council Liaison,
James Esther.
• Mr. Bentley'called the meeting to order at 3:30 p.m.
• Mr. Bentley stated the purpose of the meeting was to make recommendations to the City
Council regarding: 1) the local car washing restrictions and, 2) lift the ban on restrictions for
the winter months.
• Mr. Bentley called on Mr. Lehfeldt for information to the WRC Members about the water
usage for car washes and other businesses. Mr. Lehfeldt explained to everyone, using
graphs, the amount of water used by a restaurant (McDonalds on Kemp Blvd.), six hair cut
businesses, and several clubs. After the presentation, it was obvious to everyone, that the
car wash businesses were not big water users compared to the other businesses.
• Mr. Bentley, nor anyone on Staff, had yet received any letters from the car wash owners
with recommendations to Council about the restrictions.
• Mr. Bentley called on WRC Members for their opinions and recommendations about the
restrictions on car washes. After these discussions, Chris Neeb made the motion to lift any
and all restrictions imposed on the car washes from the current ordinance. Kerry Maroney
seconded the motion, and it passed unanimously.
• Mr. Bentley then addressed the Commission, and along with comments from Mr. Taylor
and Mr. Lehfeldt, wanted the WRC to recommend to Council that the water restrictions be
limited to the summer months (May 1st through October 31st), and lift the restrictions for
the winter months. However, it was determined that the permanent restrictions be left in
place during the winter months. The members discussed this recommendation and found it
favorable to what is now in place. Kerry Maroney made the motion to lift the restrictions for
the winter months, Eddie Holcomb seconded the motion, and it passed unanimously.
• Mr. Bentley wanted to discuss another topic with the Commission. At some time in the
near future, he wanted the WRC to recommend to the City that water bills be determined
using the ascending block water rate structure for residential customers. He thought that
this was the best conservation tool available, and it was proposed in the last Water Rate
Study. Mr. Maroney said that the TCEQ will not approve a CCN without the ascending
block rate.
• Mr. Taylor did talk to the Commission concerning effluent water for the future and what it
would mean to the citizens and industries.
• Mr. Bentley wanted to set a meeting for March 24, 2004, at 3:30 p.m. and there would be a
representative from Carter & Burgess to speak on Stormwater.
• Meeting adjourned at approximately 4:40 p.m.
