MINUTES OF WATER RESOURCES COMMISSION MEETING
March 21, 2007
The Water Resources Commission met on March 21, 2007 at 4:00 p.m. in the Public
Works Conference Room of the Memorial Auditorium. Those in attendance were
Water Resource Members Arnold Oliver, Kerry Maroney, Chris Neeb, Derek Meadow,
and Carol Lunce. Absent from the meeting was WRC Member Charles Barr. Also
present were Council Liaison Jim Ginnings, Staff Representative Scott Taylor, and
guest Jim Dockery, Finance Director.
• The meeting of the Water Resources Commission was called to order at 4:05 p.m.
by Chairman Arnold Oliver.
• The Commission approved the minutes of November 14, 2006 and January 24,
2007.
• Mr. Scott Taylor discussed the possible impacts of Senate Bill #3 on Lake Ringgold.
Mr. Maroney discussed the Region B Water Plan process for establishing the need
for Lake Ringgold. Senate Bill #3 would designate Lake Ringgold as a unique
reservoir site. A discussion then proceeded amongst the WRC concerning the need
for Ringgold and possible monetizing the property that the City of Wichita Falls owns
at the Lake Ringgold site. No recommendation was made at this time as the WRC
wanted to see a more detailed financial study of this.
• Mr. Taylor then gave a brief introduction of how wholesale rates are determined. In
addition he described that there was a Memorandum of Understanding with all the
Wholesale Customers that set forth the process for determining the rates. Mr. Jim
Dockery, Director of Finance for the City of Wichita Falls, gave a brief description of
the rate setting process. We also discussed that the City of Wichita Falls rate
consultant could be made available to discuss this process.
• The meeting then adjourned at 5:25 p.m.
