1. Call to Order
Chairman Ben Filer called the meeting to order at 4:01 p.m.
2. Approval of Minutes
Chairman Filer called for a motion to approve the minutes of January 25, 2005.
Dr. Harris so moved, seconded by Mr. Monaghan. The motion carried.
3. Executive Session (Consultation with attorney regarding complaints/
comments involving the Civil Service Director, as authorized by Section 551.071 of the
TEXAS GOVERNMENT CODE)
The Commission adjourned to executive session at 4:05 p.m.
4. Reconvene in Open Session
Chairman Filer called the meeting back to order in open session at 5:45 p.m.
5. Old Business
There was no old business to come before the Commission.
6. New Business
There was no new business to come before the Commission.

7. Report from Director
Civil Service Director Jan Stricklin addressed the Commission. She noted that Fire Chief
Harold Lindsey was unable to attend the meeting due to an injury, and Police Chief Dennis
Bachman had been called away to a meeting. She had agreed to relay messages for them to the
Commission.
Chief Bachman asked that she report there are now only four vacancies at the police
department. Seven individuals took the civil service exam last Saturday, and their background
investigations are in progress. Chief Bachman is very pleased with this progress in filling the
vacancies within the Department.
Chief Lindsey asked Ms. Stricklin to inform the Commission that he will be retiring
effective April 15, 2005. Although he will continue to work with the Commission up to his last
day of employment, he wants to now bring Assistant Fire Chief Earl Foster along with him to
most of the Commission meetings, to allow him to become acquainted with the Commissioners
and the process of the meetings. Chairman Filer agreed.
Ms. Stricklin continued, stating that Chief Lindsey thanks the Commission for their
integrity, and the time, effort and energy they put into the investigation of the Civil Service
Director.
Ms. Stricklin stated that she would inform the Commission at a later date how long she
will continue to be employed by the City of Wichita Falls. She will continue to give the
Commission 100 %, and will work with them up until the end of her employment.
Commissioner Monaghan asked Ms. Stricklin to let the Commission know at the earliest
possible date of the dates for any formal retirement ceremonies for her, Jim Berzina, and Harold
Lindsey, so that they may make arrangements to attend. Ms. Stricklin agreed to do so.
8. Report from Police Chief
There was no official report, as Police Chief Dennis Bachman was not present for this
meeting.
9. Report from Fire Chief
There was no official report, as Fire Chief Harold Lindsey was not present for this
meeting.

10. Executive Session (Consultation with attorney regarding complaints/
comments involving the Civil Service Director, as authorized by Section 551.071 of the
TEXAS GOVERNMENT CODE
Chairman Filer noted that, as there was no formal report from either the Fire Chief or
Police Chief, there was no need to conduct a second executive session.
11. Adjourn
Chairman Filer then noted the Commission's next project would be to revise the local
civil service rules.
He then asked for a motion to adjourn. Commissioner Harris so moved, seconded by
Commissioner Monaghan. The motion unanimously carried.
The meeting adjourned at 5:55 p.m.
