MINUTES OF THE CIVIL SERVICE COMMISSION

1. Call to Order
Chairman Filer called the meeting to order at 5:03 p.m.
2. Approval of Minutes (April 1, 2005)
Commissioner Monaghan moved, seconded by Chairman Filer, that the minutes of the
meeting for April 1, 2005, be approved. The motion carried.
3. Executive Session
• Consultation with attorney regarding the Civil Service Director, and Discussion of
Personnel matter (compensation of Civil Service Director for supporting work of Civil
Service Commission) as authorized by Sections 551.071 and 551.074 of the TEXAS
GOVERNMENT CODE.
• Consultation with attorney involving legal issues related to adoption of new commission
rules and regulations as authorized by Section 551.071 of the TEXAS GOVERNMENT CODE
The Commission met in executive session from 5:06 p.m. to 5:45 p.m.
4. Old Business
• Discussion and adoption of New Commission Rules and Regulations
• Action item regarding employment of Civil Service Director
Chairman Filer thanked the individuals who provided input into the revision of the local
civil service rules. The Commission received approximately 35 comments regarding this process.
Discussions were held with the department heads. A number of the comments and suggestions
were accepted, and the Commission appreciated the participation. He called for a motion.

Commissioner Monaghan moved that the Civil Service Commission adopt the revised
rules and regulations; further, he moved that the Director publish and post the rules as required
by Section 143, and make copies available to members of the police and fire departments, as
requested.
Commissioner Harris seconded the motion, which was unanimously approved.
Assistant Fire Chief Earl Foster asked if there was to be any discussion today regarding
the adoption of the rules. Chairman Filer said there would not.
Chairman Filer noted the next item on the agenda was an action item regarding the
employment of the Civil Service Director. He asked that it be noted for the record that after Jan
Stricklin's retirement from the City, she would be an Independent Contractor, and would serve at
the Commission's pleasure. He called for a motion.
Commissioner Monaghan moved that the Civil Service Commission adopt the
Independent Contractor agreement as presented, and further moved to have the Chairman of the
Civil Service Commission sign the agreement on behalf of the Commission.
Commissioner Harris seconded the motion, which unanimously carried.
5. Report from Director
• Civil Service Hiring
Ms. Stricklin reported that Chief Bachman rejected applicants for various reasons during
the most recent legal review. There will be one more legal review before the current eligibility
list is exhausted. There is a need to start planning for the next test, which would be in May.
6. Executive Session
• The Commission may go into executive session for the identical reasons posted above
in item 3 above, if necessary.
Chairman Filer stated there was no need for a second executive session.
7. Adjourn.
Chairman Filer called for a motion to adjourn. Commissioner Monaghan so moved,
seconded by Commissioner Harris. The motion carried. The meeting adjourned at 5:45 p.m.
